Spolupráce složek IZS při použití AED u člověka s náhlou zástavou oběhu

Abstract

Diplomová práce se zabývá tématem spolupráce operačních středisek složek IZS při použití AED u člověka s náhlou zástavou oběhu. Práce si neklade za cíl hodnotit operační střediska, nýbrž odhalit, zda existují možnosti pro zvýšení efektivity v procesu aktivace AED. Téma je zpracováno z důvodu rozdílného přístupu k aktivaci v jednotlivých krajích. To je způsobeno zejména absencí jakéhokoliv metodického pokynu, který by použití AED upravoval. První část práce, teoretická, popisuje možnosti použití AED, základy operačního řízení základních složek IZS a jejich spolupráce při společném zásahu. Je zde také uveden základní přehled aktivace AED, jež je zakotvena ve vnitrostátních předpisech ostatních evropských zemí a tzv. mapování AED. Praktická část pracuje se získanými informacemi z provedených hloubkových rozhovorů se zaměstnanci a příslušníky složek IZS v kraji Středočeském, Jihomoravském, Královéhradeckém a v hlavním městě Praze. Práce zkoumá systém spolupráce jednotlivých složek IZS při aktivaci AED a zjišťuje, zda jsou nastavené mechanismy odpovídající. Získané informace jsou dále zpracovány obsahovou analýzou a vyhodnoceny SWOT analýzou pro daný kraj. SWOT analýza následně porovnává vzájemně všechny zmíněné kraje a na jejím základě jsou vyhodnoceny vědecké otázky a hypotézy stanovené pro tuto práci. Na celou praktickou část je dále aplikována metoda HAZOP, díky které práce stanovuje rizika spojená se zjištěnými amelioracemi v procesu aktivace AED.

The diploma thesis deals with the topic of cooperation between the control centers of the integrated rescue system in using AED on a person suffering from a sudden cardiac arrest. This thesis does not aim to evaluate the control centers, but to discover whether there are possibilities for increasing the efficiency in the process of activating the AED. This topic is chosen because of a different approach to the activation within different regions. This is caused mainly by the lack of any methodological instruction, which would regulate use of the AED. The first part of the thesis is theoretical and describes the possibilities of using the AED, the basics of operational control of the basic parts of the integrated rescue system and their cooperation in joint intervention. It also offers a basic overview of the way activating of the AED is enshrined in the internal laws of other European countries and so called AED mapping. The practical part works with the information gathered from in-depth interviews of the employees and members of the parts of the integrated rescue system in the Central Bohemian, South Moravian, Hradec Králové and Prague region. The thesis studies the system of cooperation of individual parts of the integrated rescue system in activating of the AED and investigates if the placed mechanisms are appropriate. The collected information is further assessed via content and SWOT analysis for each region. The SWOT analysis then compares all the above mentioned regions, and on its basis are then created the scientific questions and hypotheses set for this thesis. The HAZOP method is also applied on the entire practical part, which helps in determining the risks associated with the discovered ameliorations in the process of activating the AED.
