Připravenost zdravotnického zařízení na dlouhodobý výpadek elektrické energie

Abstract

Tato bakalářská práce ověřuje, jak je Nemocnice s poliklinikou Česká Lípa připravena na dlouhodobý výpadek elektrické energie. Zjišťuje, co se děje, když nemocnice přestane být zásobována elektrickou energií z veřejné sítě. Dále řeší, jaké technické zázemí má k dispozici nemocnice v případě výpadku. V teoretické části práce jsou popsány poznatky ze studia literatury na toto téma. Práce pro lepší uvedení čtenáře do problematiky definuje infrastrukturu, zejména se zaměřením na kritickou infrastrukturu. Dále je v práci popsána oblast elektrické energie, elektrizační soustava České republiky, jaké jsou hrozby v elektroenergetice a na závěr teoretické části práce popisuje systém zdravotnictví ČR. Praktická část se zaměřuje na zjištění krizové připravenosti na dlouhodobý výpadek elektrické energie Nemocnice Česká Lípa. V první části je popsána samotná nemocnice. Data byla získána z konzultací a setkání s pracovníky oddělení krizového připravenosti a provedeného polostrukturovaného rozhovoru s manažerkou kvality Českolipské nemocnice paní Ing. Alenou Brodskou a ze zpracovaných dokumentů pro potřeby nemocnice. Na základě těchto dat byla provedena SWOT analýza, pro identifikaci silných a slabých stránek, příležitostí a hrozeb krizové připravenosti nemocnice. Ze SWOT analýzy byly získány důležité údaje pro návrhy na zlepšení. Výsledkem je, že Nemocnice Česká lípa je v porovnání s ostatními nemocnicemi velmi dobře připravena na dlouhodobý výpadek elektrické energie. I přes její kvalitní připravenost jsou v práci navrženy možnosti ke zlepšení.

The bachelor thesis verifies how the Česká Lípa hospital is prepared for a long-term power outage. It determines what happens when a hospital loses electrical energy. It also addresses the technical background available to the hospital in an event of a power-outage. The theoretical part of this thesis describes the knowledge acquired from the study of literature on this topic. For better understanding this thesis introduces the reader to the field of infrastructure, especially critical infrastructure. Furthermore, the thesis describes the field of electricity and the electricity system of the Czech Republic. It clarifies what are the threats in the electricity industry. At the end of the theoretical part this bachelor thesis describes the healthcare system of Czech Republic. The practical part of the thesis focuses on determining crisis preparedness for a long-term power outage at the Česká Lípa hospital. Data were obtained by consultations and meetings with the staff of the crisis preparedness department and from an interview with the quality manager of Česká Lípa hospital, Mrs Ing. Alena Brodská and from processed documents for the needs of the hospital. Then based on these data, a SWOT analysis was performed to identify the strengths and weaknesses and opportunities and threats of the hospital's crisis preparedness. Acquired data from the SWOT analysis were important to formulate suggestions for improvement of the crisis preparedness. In the end, I have to say, that the Česká Lípa hospital is very well prepared for a long-term power outage compared to other hospitals in the Czech Republic. Despite the quality of crisis preparedness, I suggested some improvements in the thesis.
