Analýza rizik zimního stadionu Kladno jako měkkého cíle

Abstract

Cílem této práce je analýza objektu stadionu ČEZ Kladno jako k měkkému cíli, kde po celý rok hrají a trénují hokejisté Rytíři Kladno. Ledová plocha stadionu je nadále využívána pro bruslení veřejnosti a tréninků juniorských týmů. Při hlavních zápasech Rytířů Kladno se zde shromažďuje velké množství osob, a proto představuje potenciální riziko útoku. V teoretické části jsou vymezené odborné pojmy, které se práce týkají, legislativní rámec měkkých cílů, principy ochrany měkkých cílů, historie teroristických útoků na stadiony a opatření ochrany obyvatelstva. V praktické části je stadion rozebrán dopodrobna pomocí metody ministerstva vnitra pro hodnocení ohroženosti měkkých cílů. Jsou zde vybraná rizika, která mohou při vybrané sportovní události ohrožovat návštěvníky stadionu, zaměstnance, ale i chod celého stadionu. Tato vybraná rizika jsou napadení beze zbraně, napadení chladnou zbraní, napadení legálně drženou střelnou zbraní, napadení nelegálně drženou střelnou zbraní, verbální agrese, výbušnina v autě, sebevražedný útok výbušninou, výbušnina bez přítomnosti útočníka a žhářský útok. Výsledky vyhodnocení ohroženosti měkkého cíle jsou interpretovány v tabulkách a grafech. Hlavním cílem praktické části je navrhnout opatření a zlepšení bezpečnosti, která budou vycházet z vyhodnocení rizik.

The aim of this paper is to analyse the ČEZ Kladno stadium, where the Kladno Knights ice hockey team trains and plays throughout the year, as a soft target. The stadium ice rink is also used as a public skating rink and for training junior teams. During Kladno Knights matches a large number of people gather here, and it therefore poses a potential risk of attack. The theoretical part of the thesis defines technical terms relating to the topic, the legislative framework of soft targets, the principles of protecting soft targets, the history of terrorist attacks on stadiums and measures to protect the public. In the practical part, the stadium is analysed in detail using the Ministry of the Interior's method for assessing the vulnerability (threat) of soft targets. There are selected risks here that could endanger stadium visitors, employees, as well as the operation of the whole stadium during selected sporting events. These risks include attacks without weapons, attacks with cold weapons, attacks with legally held firearms, attacks with illegally held firearms, verbal aggression, car bombs, suicide attacks with explosives, timed or remotely detonated explosives and arson attacks. The results of the soft target threat assessment are interpreted in tables and graphs. The main goal of the practical part of the thesis is to propose measures and improvements in security that are based on risk assessment.
