Evakuace územního samosprávného celku v důsledku vybrané krizové situace nevojenského charakteru

Abstract

Tato bakalářská práce je zaměřena na evakuaci územního samosprávného celku v důsledku vybrané krizové situace, za kterou jsem si vybrala povodně v rámci katastrálního území obce Zbečno. V úvodu této práce popíši význam základních pojmů společně s legislativou vztahující se k této problematice a vytyčení odpovědnosti orgánů odpovědných za evakuaci. Dále popisuji katastrální území obce Zbečno z obecného, ale vzhledem k vybrané krizové situaci také z hydrologického hlediska. V této práci využívám metody analýzy, indukce a dedukce, SWOT analýzy a rozhovoru, na jejichž základě upozorňuji na ohrožení přirozenou i zvláštní povodní, opatření vůči nim, včetně odpovědných orgánů. Zároveň analyzuji stupně poplachové aktivity a věnuji se varování občanů v záplavovém území, jejich proškolení a edukaci odpovědných orgánů v rámci obce. Tuto část zakončuji SWOT analýzou, v níž zdůrazňuji slabé a silné stránky, příležitosti a hrozby vznikající při povodni a návazné evakuaci. Na závěr práce uvádím jednotlivá doporučení a opatření jako výsledek mé analýzy v průběhu vlastního šetření celé problematiky.

This bachelor's thesis is focused on the evacuation of a territorial self-governing unit due to a selected crisis situation for which I chose floods within the cadastral area of the village of Zbečno. I will describe the meaning of basic concepts together with the legislation related to this issue and the definition of the responsibility of the authorities responsible for evacuation in the introduction of this work. I also describe the cadastral territory of the village of Zbečno from a general but also a hydrological point of view due to the selected crisis situation. I use methods of analysis, induction and deduction, SWOT analysis and interview based on which I draw attention to the threat of natural and special floods and measures against them including the responsible authorities in this work. I also analyze the levels of alarm activity and deal with the warning of citizens in the flood area, their training and education of the responsible authorities within the municipality at the same time. I conclude this part with a SWOT analysis where I emphasize the strengths and weaknesses, opportunities and threats arising from the flood and subsequent evacuation. I present individual recommendations and measures as a result of my analysis during my own investigation of the whole issue in the conclusion.
