Analýza ochrany měkkých cílů v Karlových Varech - lázeňská zóna

Abstract

Ústředním tématem této bakalářské práce jsou měkké cíle a jejich ochrana, se zaměřením na lokalitu Karlovy Vary - lázeňská zóna. Cílem práce je vyhodnocení ochrany měkkých cílů v této lokalitě, určení dvou nejohroženějších měkkých cílů a navržení možných způsobů zvýšení jejich ochrany. Za tímto účelem bakalářská práce seznamuje s potřebným pojmovým aparátem, kdy definuje měkké cíle a uvádí jejich kategorizaci do skupin. Dále seznamuje s množinami hrozeb měkkým cílům a vliv pandemie Covidu-19 na ohrožení měkkých cílů. Po stanovení hrozeb představuje možnosti, jak je možné před nimi měkké cíle chránit. Poskytuje přehled výchozích determinujících dokumentů a metodických či koncepčních materiálů. Vymezuje věcně příslušné a odpovědné státní instituce, jakož i zainteresované či participující organizace v soukromém sektoru. V praktické části práce je představena řešená lokalita a popsány tamní měkké cíle. Za použití metody CARVER jsou určeny dva nejohroženější měkké cíle. Tyto jsou poté hodnoceny za použití SWOT analýzy, na základě jejíž výstupů jsou navrženy možná opatření pro zvýšení úrovně jejich ochrany. Jako nejohroženější měkké cíle v určené lokalitě jsou určeny pěší zóny a hotely a restaurace (tyto se nacházejí právě na pěších zónách). Soubor posléze uvedených navržených opatřeních zvyšuje plošně míru ochrany měkkých cílů v lázeňské zóně Karlových Varů, zejména však proti útokům za použití vozidla zvyšuje úroveň ochrany enormně.

The central theme of this bachelor's thesis is soft targets and their protection, focusing on the locality of Karlovy Vary - spa zone. The aim of the work is to evaluate the protection of soft targets in this locality, to identify the two most endangered soft targets and to suggest possible ways to increase their protection. For this purpose, the bachelor's thesis introduces the necessary conceptual apparatus, which defines soft targets and introduces their categorization into groups. It also introduces the sets of threats to soft targets and the impact of the Covid-19 pandemic on the threat to soft targets. Once threats have been identified, it presents options for protecting soft targets from them. Provides an overview of initial determining documents and methodological or conceptual materials. It defines the relevant and responsible state institutions, as well as interested or participating organizations in the private sector. In the practical part of the work, the solved locality is introduced and the soft targets there are described. Using the CARVER method, the two most endangered soft targets are identified. These are then evaluated using a SWOT analysis, based on the outputs of which possible measures are proposed to increase the level of their protection. Pedestrian zones and hotels and restaurants (these are located in pedestrian zones) are identified as the most endangered soft targets in the designated locality. The set of subsequently proposed measures universally increases the level of protection of soft targets in the spa zone of Karlovy Vary, but especially against attacks using a vehicle increases the level of protection enormously.
