Využití moderních metod pro obnovu a revizi katastru nemovitosti

Abstract

Předmětem práce je analýza potenciálu moderních měřických metod pro obnovu katastrálního operátu a revizi katastru nemovitostí. Analyzované metody jsou fotogrammetrie z RPAS a pilotovaného letadla a mobilní laserové skenování. Společnou charakteristikou obou těchto technologií je hromadný automatizovaný sběr dat vedoucí k vysoké efektivitě. Základními parametry pro posouzení byly úplnost a přesnost měření. Dále byla posouzena finanční i časová nákladnost technologií a platná legislativa z oblasti katastru nemovitostí a RPAS. Velkou výhodou pro zvýšení vypovídací hodnoty předložené práce je získání dat z nedávného nového mapování standardními technologiemi v obci Nová Ves v blízkosti Nasavrk, kde bylo posouzení realizováno. Výsledky analýzy ukazují, že nové technologie zatím neumožní plné nahrazení standardních geodetických technologií, ale můžou velmi zvýšit efektivitu při zaměření 50 až 70 % zájmových bodů nebo mohou být použity jako kontrolní nebo doplňkové měření.

The subject of this thesis is potential analysis of modern measurement methods for reconstruction and revision of Cadastre of Real Estate. Photogrammetry from RPAS and piloted aircraft and mobile laser scanning are the methods under analysis. The common characteristic for both these technologies is automated mass data collection and thus high effectivity. The basic parameters for the assessment were completeness and accuracy of the measurements. Furthermore, the financial and effort estimation for the technologies and the valid legislation of Cadastre of Real Estate and RPAS were also evaluated. The acquisition of data from a recent new mapping with standard surveying technologies in the village Nová Ves near Nasavrky, where the measurement was carried out, is important advantage leading to increasing reliability of the presented study. The analysis results show that new technologies cannot fully replace standard surveying technologies yet, but they can greatly increase the efficiency in surveying of 50 to 70% points of interest or can be used as control or supplementary measurements.
