Zadávání veřejných zakázek v kontextu informačního modelování staveb (BIM)

Abstract

Hlavním cílem bakalářské práce je shrnout a analyzovat aktuální stav připravenosti české legislativy, organizací a zadavatelů na plánovanou povinnost zadávání nadlimitních veřejných zakázek na stavební práce v souvislosti s metodou informačního modelování BIM. Z tohoto důvodu je stručně popsán pojem BIM a podstatné věci, s ním související. Další část práce objasňuje aktuální stav digitalizace v České republice a rozebírá tradiční systém zadávání veřejných zakázek. Ve spojitosti s tím je v práci popsán i proces zadávání veřejné zakázky s použitím metodiky BIM. Tento proces se v obou případech řídí zákonem o zadávání veřejných zakázek, a proto se téměř nemění. Rozdíly jsou jen v etapách zadávacího řízení, hlavní snahou bylo tyto rozdíly identifikovat a popsat. Dále byla provedena identifikace možných přínosů a rizik při zadávání v BIM, a následně průzkum aktuálního stavu pilotních projektů. V závěru práce je zhodnocena úspěšnost pilotních projektů a shrnuta celková připravenost veřejných zadavatelů na plánovanou změnu. Výstupem práce je identifikace problémů při zavádění BIM z pohledu zadavatele a navržená doporučení k jejich eliminaci. V souvislosti s tím byl navíc vytvořen stručný dvoustránkový manuál pro překonání překážek při implementaci BIM, který je určen pro veřejné i soukromé zadavatele.

The main goal of the bachelor thesis is to summarize and analyze the current state of readiness of Czech legislation, organizations and contracting authorities for the planned obligation to award above-limit public works contracts in connection with BIM method. For this reason, the term BIM and essential things related to it are briefly described. The next part of this thesis clarifies the current state of digitization in the Czech Republic and discusses the traditional system of public procurement. In connection with this, the thesis also describes the process of awarding a public contract using the BIM methodology. In both cases, this process is governed by the Public Procurement Act and therefore hardly changes. The differences are only in the stages of the tender procedure. The main effort here was identify and describe these differences. Furthermore, the identification of possible benefits and risks in the procurement in BIM was performed, followed by a survey of the current status of pilot projects. At the end of the thesis, the success of pilot projects is evaluated and the overall readiness of contracting authorities for the planned change is summarized. The output of the thesis is to identify problems in the implementation of BIM from the perspective of the contracting authority, and recommendations for their elimination. In connection with this was created a short manual for overcoming these obstacles, which was devised for all contracting authorities.
