Informační aplikace pro obyvatelstvo nacházející se v zónách havarijního plánování jaderných elektráren ČR

Abstract

Hlavním cílem práce je návrh mobilní aplikace pro chytré telefony. Aplikace je určená k informování obyvatelstva nacházející se v zóně havarijního plánování jaderných elektráren o případné havárii a zjištění možností jejího dalšího využití. V teoretické části jsou shrnuty potřebné informace pro tvorbu aplikace včetně neodkladných opatření v případě radiační nehody, nachází se zde také problematika radiační bezpečnosti, popis jaderných elektráren a jaderných havárií v minulosti. Také je v této části popsán současný systém varování obyvatelstva, včetně jeho historie. Praktická část je rozdělena do tří sekcí. V první sekci je zhotovený návrh aplikace, jsou popsány jednotlivé funkce a zdůvodněný jejich účel. Ve druhé části dochází ke komparaci mezi stávajícím systémem varování a navrhovanou experimentální metodou varování pomocí mobilní aplikace. Poslední segment praktické části práce se zaměřuje na způsoby rozšíření aplikace mezi obyvatelstvem žijícím v zóně havarijního plánování kolem jaderných elektráren. SWOT komparativní analýzou varovného systému využívaného v současnosti s mobilní aplikací se došlo k názoru, že v současné době mobilní aplikace není vhodná metoda pro varování obyvatelstva. Hlavním důvodem je nedostatek zkušeností z praxe, jedná se o experimentální metodu, technicky náročnou pro uživatele. Současný systém varování je navíc lety prověřený a jen s minimem závad.

The main objective of this work is to design a mobile application that is made for smartphones to inform the population located in the emergency planning zone of nuclear power plants about a possible accident and to determine the possibility of its use. The theoretical part summarizes the necessary information for the creation of the application, including urgent measures in the event of a radiation accident as wells as the issue of nuclear power plants and nuclear accidents in the past. The current system of warning the population is described too, including its history. The practical part is divided into three sections. The first section explains the design of the application, as well as the individual functions and their purpose. In the second part, there is a comparison between the existing warning system and the experimental warning method using the mobile application. The last segment of the practical part of the work focuses on ways of expanding the application among the population living in the emergency planning zone around nuclear power plants. Using the SWOT analyzes of the warning system currently used and the mobile application, it was concluded that currently, the mobile application is not a suitable method for warning the population. The main reason is that it is an untested experimental method and it is also technically demanding for users. On the other hand, the current warning system has been tested for years with only a minimum of faults.
