Koordinace složek IZS a dalších subjektů k zajištění bezpečnosti při společenských, kulturních a sportovních akcích velkého rozsahu

Abstract

Tématem diplomové práce jsou bezpečnostní opatření při událostech, při kterých se shromažďuje velké množství osob, a to v souvislosti s problematikou měkkých cílů. V teoretické části bude nastíněna oblast bezpečnosti, optikou České republiky i Evropské unie, za využití odborné literatury a platné legislativy, a následně bude uvedeno, jak a čím může být bezpečnost ohrožena a kdo má schopnost zajistit její ochranu. Samostatná kapitola bude věnována problematice měkkých cílů. Dále bude nastíněn postup a řešení opatření při přípravě eventu. V praktické části budou uvedena bezpečnostní opatření u konkrétního eventu s významnou mezinárodní účastí. V závěru práce budou identifikována slabá místa v systému současných bezpečnostních opatření a navržena obecná doporučení pro efektivnější systém při přípravách eventů.

The thesis theme is the safety and security measures for the events. The work focuses on the events with large number of gathering people, in connection with the issue of soft targets. The theoretical part will outline the area of safety and security, through the optics of the Czech Republic and the European Union, using professional literature and applicable legislation. Definition of the basic concepts related to safety and security will be identified. How and by what means the safety and security may be compromised will be addressed together with defining who could ensure it. A separate chapter will focus on the soft targets. Furthermore, the work will outline the procedure and the measures in the preparation of the event. The practical part will list the security measures for a specific event with significant international participation. At the end of the work, weaknesses in the system of current security measures will be identified and general recommendations for a more effective system in the preparation of events will be proposed.
