Příprava občanů k obraně státu v České republice

Abstract

Diplomová práce analyzuje problematiku připravenosti občanů k obraně státu v České republice. Jedná se o fenomén, který vyvolává vlnu otázek a kontroverzních reakcí nejen mezi odborníky, ale v celé společnosti. Obrana vlasti je jednou ze zákonných povinností občanů, kteří tak vytváří důležitou složku obranyschopnosti státu. Práce je z metodologického hlediska kvalitativního rázu. Užívá zavedených metod kvalitativního výzkumu. Jedná se o proces, který se mění a vyvíjí, proto tento přístup nejvíce vyhovuje charakteru zkoumaných faktorů. Práce je rozdělena do dvou základních částí, na současný stav a vlastní výzkum. První část zahrnuje stručný přehled historického vývoje branné výchovy na našem území. Konkrétně od počátku dvacátého století po současnou problematiku přípravy občanů k obraně státu, která je opět okrajově začleněna do vzdělávacího systému českého školství. Dále objasňuje vybraná témata branného zákonodárství a postavení občana v této oblasti. K celkovému pohledu na danou tematiku je práce doplněna přístupem vybraných evropských států. Teoretické poznatky slouží jako podklad pro vlastní výzkum. Výzkumná část je zaměřena především na analýzu současného stavu zajišťování přípravy občanů k obraně státu. Následně obsahuje popis a interpretaci řízených rozhovorů s odborníky z řad pedagogických pracovníků a zástupce Ministerstva obrany. V neposlední řadě zahrnuje komparaci branné výchovy s aktuálním způsobem edukace v oblasti obrany státu. Uvedená problematika je dále diskutována s praxí vybraných evropských států. V závislosti na zjištěných souvislostech ve výzkumu jsou navržena doporučení pro zvýšení efektivity a kvality odborné přípravy v oblasti bezpečnosti a obrany státu.

This thesis analyzes the preparedness of Czech citizens to defend their homeland. This phenomenon is subject to numerous polemics and controversial reactions not only among specialists, but throughout society. Citizens' duty to defend the state is laid down in the law as an important element of the country's defense capability. As to methodology, the thesis is qualitative in nature and relies on established qualitative research methods. Because it is continually adjusted and developed, this is the best approach considering the nature of the examined factors. The thesis is divided into two sections; the first contains a description of the current state of affairs and the second the actual research into the subject matter. The descriptive part includes an overview of the historical development of defense training in the Czech territory. It maps defense training at the start of the 20th century until the present approach to preparing citizens to defend their homeland, following the recent limited reintroduction of defense training into the Czech curriculum. This part of the thesis also clarifies selected aspects of defense legislation and the legal position of citizens. The thesis puts the examined issues into a context using an overview of approaches employed by selected European countries. The theoretical findings serve as a basis for the research. The research focuses on analyzing the current state of securing the preparedness of citizens to defend the state. In addition, it describes and interprets structured interviews with education specialists and Ministry of Defense officials. Also included is a comparison of defense training and the current overall approach to education aimed at the defense of the state. The relevant findings are further examined in the context of selected European countries. The correlations identified by the research are used as a basis for recommendations to improve the effectiveness and quality of security and defense training.
