Zásobování elektrickou energií zařízení sociální péče Centrum Zbůch za krizové situace.

Abstract

Diplomová práce se zabývá problematikou zásobování elektrickou energií zařízení sociální péče Centrum Zbůch za krizové situace. V teoretické části je nejprve popsán hlavní objekt Centra od jeho historie po současnost, poskytované služby, jeho napájení elektrickou energií, připravenost zařízení Centra na výpadek elektrické energie a zajištění jeho energetické odolnosti. Je zde vyobrazen přehled přerušení dodávek na vedení, které napájí Centrum Zbůch. Dále tato část práce obsahuje popsané krizové situace, které nastaly v Plzeňském kraji a které souvisely s výpadky elektrické energie. Následné téma se věnuje geografickému charakteru Plzeňského kraje a jeho distribuční soustavě a vysvětlení vybraných pojmů, které souvisejí s bezpečností v energetice. Cílem praktické části je pomocí heuristické analýzy připravenosti a SWOT analýzy analyzovat současný stav připravenosti a technické vybavenosti Centra Zbůch a jeho náhradního zdroje elektrické energie na výpadek za krizové situace. Výsledky jsou vyobrazeny pomocí tabulek a výpočtů. Na základě výsledků je vytvořena modelová situace výpadku elektrické energie a statistického výpočtu poruchovosti na vedení, které napájí Centrum Zbůch. Zároveň jsou využity další informace a poznatky, které jsou taktéž zakomponovány ve výsledcích práce. Modelová situace zahrnuje aspekt mentálně a tělesně postižených lidí, kteří v Centru žijí, jak dočasně, tak natrvalo. Tato modelace může sloužit jako námět pro cvičení bezpečnostních složek na blackout, které se v Plzeňském kraji doposud neuskutečnilo. Na závěr jsou stanovena vybraná bezpečnostní opatření a návrhy pro posílení energetické soběstačnosti Centra Zbůch za krizové situace.

The diploma thesis deals with the issue of electric power supply of the Centrum Zbůch social care facility during a crisis situation. In the theoretical part the diploma thesis describes, the main building of the Centre since its beginning to the present day, the services provided, its electric power infeed, the Centrum facility's preparedness for a electric power shortage and its electric durability. An outline of the power supply interruptions to Centrum Zbůch is pictured here. Furthermore, this part of the thesis contains a description of crisis situations which have occurred in the Pilsen region and which were linked with electric power shortages. The following topic describes the geographical character of the Pilsen region and its distribution system and it an explan selected terms which are related to energy security. The aim of the practical part is to analyse the current preparedness level and technical furnishment of Centrum Zbůch and its alternative electric power source for a shortage during a crisis situation using a heuristic analysis of preparedness and a SWOT analysis. The results are pictured using charts and calculations. Based on the result, a theoretical scenario of an electrical energy shortage case and a statistical calculation of the malfunction likelihood of the cables powering Centrum Zbůch are established. Simultaneously, other information and findings are used and are also included in the outcomes of the thesis. The theoretical situation involves the aspect of mentally and physically disabled people who live in the Centrum temporarily as well as permanently. This model situation can be used as a motivatione for a security unit blackout drill which hasn't taken place in the Pilsen region until this day. In the end, there are stated chosen safety measures and suggestions for energic self-sufficiency of Centrum Zbůch in case of a crisis situation.
