Úloha a možnosti HZS Pardubického kraje při řešení mimořádné události typu ptačí chřipka

Abstract

Předmětem diplomové práce (výzkumným úkolem) je posoudit připravenost Hasičského záchranného sboru Pardubického kraje na řešení mimořádné události typu ptačí chřipka po stránce odborné přípravy a materiálně technického vybavení. V teoretické části jsou uvedeny základní právní předpisy a jiné dokumenty týkající se této problematiky. Dále zde jsou vysvětleny základní pojmy pro řešenou oblast, charakteristika ptačí chřipky a popis zemědělské infrastruktury Pardubického kraje. V praktické části jsou pro zhodnocení úrovně odborné přípravy příslušníků a stupně vybavenosti jednotek provedeny SWOT analýzy, rozebrána činnost dotčených orgánů včetně hasičského záchranného sboru kraje při likvidaci ohnisek ptačí chřipky v roce 2007 a uskutečněny řízené s desíti vybranými osobami z řad příslušníků Hasičského záchranného sboru Pardubického kraje, pracovníků Krajského úřadu Pardubického kraje, státní veterinární správy a asanačního podniku, které se podílely na řešení mimořádné události tohoto typu. Výsledkem práce je celkové zhodnocení řešené problematiky a návrh doporučení pro řešení zjištěných nedostatků v rámci odborné přípravy a materiální a technické vybavenosti, včetně návrhu plánu provedení taktického cvičení složek integrovaného záchranného systému Pardubického kraje.

The subject (research task) of this thesis is to evaluate the readiness of Pardubice region's Fire Brigade for management of an emergency such as bird flu, regarding expert preparation and material and technical equipment. In the theoretical part, the basic legislation and other documents regarding this problem are listed. Basic terms for the concerned area are also explained, along with the characteristics of the bird flu and a description of agricultural infrastructure of Pardubice region. In the practical part, to evaluate the levels of expert preparations of firefighters and equipment of the units, SWOT analysis were done, actions of respektive units including the fire brigade of the region during the liquidation of the main parts of the bird flu in 2007 were analysed in detail, all with the help of members of the Pardubice region Fire Brigade, employees the Regional Office of the Pardubice Region, The State Veterinary Administration and Remediation Office, who all took part in taking care of this extraordinary event. The result of this thesis is a complete evaluation of the problem in question and a proposal of recommendations for improving drawbacks found in the expert preparation and material and technical equipment, including a proposal of a plan of conducting a tactical practice of the integrated rescue systém of the Pardubice Region.
