Využitelnost polní nemocnice v rámci teritoria ČR

Abstract

Tato diplomová práce se zabývá využitelností polní nemocnice na území České republiky. Předmětem je zhodnocení možností, jaké nám poskytuje polní nemocnice v rámci vojenského zdravotnictví při řešení krizových situací. Protože jsou polní nemocnice určeny především k rozvinutí za situací vojenského charakteru či pro zahraniční mise, práce se zaobírá situacemi nevojenského charakteru. Diplomová práce je rozdělena do dvou částí. První část práce je teoretická, jejím obsahem jsou zjištěné poznatky z odborné literatury, související s danou problematikou, uvádí historii, strukturu vojenského zdravotnictví, popis polní nemocnice, úrovně zabezpečení péče a dotčené právní úpravy. Odbornou publikaci tvořily domácí zdroje a předpisy spojené s dokumenty Severoatlantické aliance. Druhá část, praktická, se již zaměřuje na případné možnosti rozvinutí polní nemocnice. Tato část je již orientovaná na řešení cíle práce a vyvrácení či potvrzení předpokládaných hypotéz. Byla vytvořena multikriteriální analýza společně s předběžnou analýzou pro selekci hrozeb, které jsou pro Českou republiky potenciální a mohlo by při nich dojít k rozvinutí nemocnice. Zjištěné poznatky z odborných publikací byly podrobené SWOT analýze. Důležitou část tvoří kvalitativní výzkum pomocí strukturovaných rozhovorů s pěti odborníky z oblasti vojenského zdravotnictví, kteří mají s polní nemocnicí zkušenosti. Byli to především lékaři a inženýři z velitelských pozic. V praktické části byla také provedena komparace mezi využitím polní nemocnice v zahraničních operacích a využitím v České republice. Výsledky pomohly získat ucelený přehled o této problematice a upřesnily problémy, který by se mohly vyskytnout při rozvinutí. Ty jsou podrobněji rozebrány v diskusi práce, společně s možnými návrhy. Celou prací bylo zjištěno, zda by bylo možné, a za jakých situací, polní nemocnici rozvinout.

This diploma thesis deals with the usability of a field hospital in the Czech Republic. The main aim is to evaluate the possibilities provided by field hospitals within the framework of military health care in solving crisis situations. Because field hospitals are intended primarily for development in situations of a military nature or for foreign missions, this paper deals with situations of a non-military nature. The diploma thesis is divided into two parts. The first part is theoretical and contains a literature review related to the issue, presents the history, the structure of military health care, a generic description of field hospitals, the level of care provided and the legislation concerned. The literature review follows from domestic sources as well as regulations related to North Atlantic Alliance documents. The second part, practical, already focuses on the possibilities of developing a field hospital. This part focuses on solving the aim of the dissertation and refuting or confirming the assumed hypotheses. A multi-criteria analysis is created together with a preliminary analysis for the selection of potential threats for the Czech Republic which could lead to the development of a field hospital. Findings from the literature review are subjected to SWOT analysis. An important part is the qualitative research conducted through structured interviews with five experts in the field of military health care, who have experience with field hospitals. The expert panel consists mainly of doctors and engineers in command positions. In the practical part, a comparison is also made between the recipients of the field hospital in foreign operations and benefits in the Czech Republic. The results offer a comprehensive overview of this issue and specify the problems that could arise during a field hospital development. The issues are discussed in more detail in the discussion part of the paper, together with possible remedies. Throughout the thesis, it is determined whether it would be possible, and under what circumstances, to develop a field hospital.
