Připravenost nemocnice Mělník na řešení mimořádných událostí

Abstract

Předmětem diplomové práce je zhodnocení připravenosti nemocnice Mělník na mimořádné události. První část je věnována zejména právním předpisům, jež se dané problematiky týkají. Zmíněny jsou také jednotlivé orgány krizového řízení včetně jejich úkolů v rámci krizové připravenosti resortu zdravotnictví. Na to navazuje kapitola zaměřená na zdravotnická zařízení, v níž jsou uvedeny také důležité plány nemocnic a jejich stručná charakteristika. V závěru této části je přiblíženo zvolené zdravotnické zařízení na Mělníku od jeho počátků po současný stav. Výzkumná část nejdříve popisuje dvě zvolené metody analýzy rizik a nástroj pro modelaci úniku nebezpečných chemických látek včetně jejich samotné aplikace. Pro identifikaci rizik je vybrán softwarový program Riskan, kontrolní seznam s celkem 25 otázkami je použit pro doplnění předchozí metody, z které vychází. Simulace v případě ohrožení nádrže s technickým benzínem plošným požárem je vytvořena v programu TerEx. Na základě provedených analýz jsou stručně shrnuty výsledky. V diskuzi jsou pak blíže rozebrány a porovnány s výsledky a názory jiných autorů zabývajících se danou problematikou. Kromě toho jsou zde zmíněny i další rizika a nedostatky, jež nebyly analýzami odhaleny, ale vycházejí z poznatků a postřehů autorky. Posouzení připravenosti nemocnice Mělník na mimořádné události a návrh nových řešení v případě zjištěných nedostatků je shrnuto v závěru práce, kde jsou také potvrzeny stanovené hypotézy.

The thesis evaluates the preparedness of Mělník hospital for emergency response. The first part is dedicated mainly to legal documents dealing with the given matters. Singular organs of crisis management are mentioned including their tasks in the overall preparedness for crisis by Ministry of Health. This is followed by a chapter focusing on health institutions, where important plans of hospitals together with their brief characteristics are stated. At the end of this part the chosen medical facility in Mělník is introduced from its origins to the current state. The empirical part describes at first the two chosen methods of analysing risks and tool for modeling a leakage of dangerous chemicals including their own applications. A software program called Riskan is chosen for identifying the potential risks, followed by a checklist of 25 questions that serves as a complement to the previous method from which it is derived. Simulation in case of exposure of the tank with technical benzene to areal fire is created in a program called TerEx. The results based on the carried out analyses are shortly summarised. In the discussion part the results are closely examined and compared with findings of other authors studying the same issues. Simultaneously, other risks and deficiencies which have not been unveiled by the analysis but have been noted from the findings by the author, are mentioned. The evaluation of readiness of Mělník hospital for emergency response and suggestion of new solutions in the case of uncovered deficiencies are concluded at the end of the thesis where defined hypotheses are also confirmed.
