Příhraniční spolupráce zdravotnických záchranných služeb při řešení hromadného postižení osob

Abstract

Cílem práce je představení řešení mimořádné události s hromadným postižením osob v návaznosti na příhraniční spolupráci. Na základě analýzy konkrétního taktického cvičení jsou odhaleny nedostatky a problémy, které vznikají při řešení mimořádné události s hromadným postižením osob ve spolupráci dvou sousedních států. V tomto případě se jedná o analýzu společného zásahu Zdravotnické záchranné služby Plzeňského kraje na straně České republiky a za německé území Bayerisches Rotes Kreuz Svobodného státu Bavorsko. Zvolený postup posouzení společné spolupráce dvou sousedních státu při řešení hromadného postižení osob je řešen kvalitativním šetřením prostřednictvím řízených rozhovorů, prováděných s lidmi, kteří na tomto cvičení zastávali vedoucí funkce při organizaci zdravotnické složky na místě zásahu. Na základě nasbíraných dat a osobních zkušeností je vytvořena SWOT analýza. Výzkumem je prokázáno, že zásadními nedostatky ve spolupráci ZZSPk a BRK při řešení společné mimořádné události jsou problémy v komunikaci, jazyková bariéra a neznalost postupů. V případě již vzniklé mimořádné události je nejlepší volbou zvolit do vedoucí funkce člověka k tomu předurčeného a vyškoleného. Zásadní pro zdokonalování postupů příhraniční spolupráce je konání mezinárodních taktických cvičení. Výsledkem je předložení nedostatků spolupráce při řešení hromadného postižení osob z důvodu možného zařazení problematiky příhraniční spolupráce do interního vzdělávání organizace. Na základě zjištěných výsledků je vytvořeno schéma, které je možné využít při postupu zdravotnické složky při řešení mimořádné události s hromadným postižením osob dvou sousedních států.

The purpose of this diploma thesis is to introduce an emergency case with mass disability on the basis of over-border cooperation. Based on the analysis of a mutual exercise in terms of urgent rescue, shortcomings and problems that arise in emergency practice of the neighboring countries are revealed on the full scale. In this case, the problems arise clearly from common joint intervention of the Emergency Rescue Service of the Pilsen Region/Czech Republic and Bayerisches Rotes Kreuz/Free State of Bavaria as the representative powers of German Red Cross. The submitted procedure for assessing the mutual cooperation of these neighboring states in case of mass disability suggests a qualitative survey through guided interviews with persons who held senior positions in the organization of the medical units at the scene. Based on the collected data and personal experience, a SWOT analysis follows. The research shows that the main shortcomings in the cooperation of ZZSPk and BRK in solving a common emergency cases are the problems in communication, still existing language barrier and ignorance of procedures. To solve the event of an emergency most effectively, the best method is to employ a commited and trained specialist in the leadership position. Mutual international tactical exercises are essential for substantial improvment of the over-border cooperation procedures. The thesis results in full scale presentation of the shortcomings of the cooperation in regard when dealing with mass disability cases and its possible inclusion into internal educational curriculum schemes of emergency and rescue services. Based on the obtained results, such scheme is created. This is to be used in the case of emergency when dealing with an issue with mass disability in over-border cooperation between two neighboring countries.
