Předkládaná diplomová práce je zaměřena na problematiku obranného plánování. Cílem je popsat obranného plánování České republiky, ale také NATO a Evropské unie. Je to z toho důvodu, že Česká republika je členem obou zmíněných organizací. Účelem je také zjistit, zda se Česká republika soustředí více na požadavky kladené ze strany NATO, nebo Evropské unie. Teoretická část práce je zaměřena na vývoj obranného plánování v České republice po roce 1993. Jsou zde popsány přístupy a scénáře využívané v obranném plánování, stejně tak jako plánování schopností a cílů. Právě poslední dva zmíněné druhy plánování jsou nejčastěji využívané v obranném plánování. Následně je v práci popsána problematika sladění obranného plánování NATO, Evropské unie a České republiky. Nakonec je v krátkosti představena snaha o vytvoření společné evropské armády, která měla snahu vyrovnat se vojensky NATO. Praktická část práce se zabývá popisem a komparací obranného plánování NATO, Evropské unie a České republiky. Nejprve jsou popsány jednotlivé kroky obranného plánování NATO a poté je popsáno obranné plánování Evropské unie. V rámci komparace jsou zdůrazněny rozdíly a shody mezi procesy obranného plánování obou organizací. U České republiky je poukázáno na významné dokumenty, které jsou pro obranné plánování důležité, a bez kterých by celý proces nebyl dostačující. Jde o Obrannou strategii ČR, Plán obrany ČR, Bílou knihu o obraně a další plány obrany. Všechny jsou důležité nejen pro plánování, ale i rozvoj ozbrojených sil, který je podstatný pro zajištění kolektivní obrany. Následně jsou pomocí SWOT analýzy definovány silné a slabé stránky, příležitosti i hrozby obranného plánování České republiky a jsou předloženy návrhy na zlepšení celého procesu obranného plánování. The submitted diploma thesis is focused on the issues of defense planning. The primary goal is to describe the defense planning of the Czech Republic, but also NATO and the European Union, because the Czech Republic is a member of both these mentioned organizations. In order to find out whether the Czech Republic is focusing more on the demands placed by NATO or the European Union. Theoretical part of the thesis is focused on the development of defense planning in the Czech Republic after year 1993. It describes the approaches and scenarios widely used in defense planning, as well as capability planning and planning by objectives. The last two mentioned types of planning are the most often used in defense planning. Subsequently the thesis describes issues of harmonization of defense planning those organizations as NATO, European Union and the Czech Republic, as a member of both organizations. At last is briefly presented effort to create common European army, which was trying to match militarily organization of NATO. Practical part of the thesis deals with description and comparison defense planning of NATO, European Union and the Czech Republic. First of all are described individual steps of NATO's defense planning and afterwards European Union's defense planning. Comparison emphasizes the differences and similarities between the two defense planning processes. Regarding the Czech Republic, is also refer to significant documents which are important for defense planning and without those documents the whole process would not be sufficient. Applies to Defense Strategy of the Czech Republic, the Defense Plan of the Czech Republic, the White Paper of Defense and other defense plans. All of those documents are important not only for planning, but also for the development of the armed forces, which is essential for ensuring collective defense. Subsequently the SWOT analysis defines the strengths and weaknesses, opportunities and threats of defense planning in the Czech Republic and put forward proposals to improve the whole process of defense planning.
