Použití sil a prostředků AČR při řešení migrační krize

Abstract

ABSTRAKT Migrace velkého rozsahu je asi největší bezpečnostní hrozbou pro Českou republiku. Na eliminaci této hrozby by se podílela i Armáda České republiky, jako dominantní ostatní složka Integrovaného záchranného systému ČR. Práce je zaměřena na logistické a zdravotnické zabezpečení AČR, které lze využít při zvládání migrační hrozby. V teoretické části je definován problém migrace na území EU a ČR. Dále jsou zde uvedeny statistické údaje o migraci na těchto území. Dále jsou v této části podrobněji popsány SaP AČR, které je možné a vhodné využít při řešení migrační krize. V praktické části je provedena analýza výsledků štábního nácviku u Agentury logistiky, jehož tématem bylo logistické zabezpečení nasazených jednotek AČR při řešení krizové situace související s migrací. V analýze SWOT je řešena problematika nasazení a udržitelnosti nasazení vyčleněných sil a prostředků AČR z pohledu logistiky. Tato analýza definovala silné a slabé stránky, příležitosti a hrozby při nasazení jednotek AČR. Výsledkem analýzy je návrh strategií ke zlepšení.

ABSTRACT Large-scale migration is probably the biggest security threat to the Czech Republic. The Army of the Czech Republic, as the dominant other component of the Integrated Rescue System of the Czech Republic, would also be involved in eliminating this threat. The work focuses on the logistics and health services of the Czech armed forces, which can be used in the management of the migration threat. In the theoretical part, the issue of migration to the EU and the Czech Republic is defined. The following are statistical data on migration to these territories. Furthermore, this section describes in detail the forces and resources of the CAF, which can and is appropriate to be used in solving the migration crisis. In the practical part, an analysis of the results of staff training is carried out at the Logistics Agency, the subject of which was the logistical sustainment of the deployed units of the Czech armed forces in the solution of crisis situations related to migration. The SWOT analysis solves the issue of the deployment and sustainability of the deployment of dedicated forces and resources of the CAF from the point of view of logistics. This analysis defined strengths and weaknesses, opportunities, and threats when deploying CAF units. The result of the analysis is a draft of strategies for improvement.
