Hodnocení rizik a cvičná evakuace v Městském centru komplexní péče Benátky nad Jizerou, p. o.

Abstract

Obsahem bakalářské práce je analýza rizik v pobytovém sociálním zařízení, popis a zhodnocení proběhlé cvičné evakuace, která se v objektu uskutečnila. Cílů práce bylo naplněno formou analýzy rizik, jejíž výsledky poukázaly na primární problém pro danou organizaci. Na základě analýzy rizik došlo k teoretickému i praktickému proškolení zaměstnanců dotyčného pobytového zařízení v oblasti požární ochrany. Bakalářská práce je rozdělena na teoretickou a praktickou část. V teoretické části je kladen důraz na základní pojmy týkající se popisované problematiky, zejména na pobytová sociální zařízení či mimořádné události (dále jen ,,MU") a evakuaci. Zároveň je zde popsán současný trend cvičných evakuací v ČR pro pobytová sociální zařízení v oblasti požární ochrany. Navazující praktická část je zaměřena zejména na analýzu rizik v daném pobytovém sociálním zařízení. Výsledkem analýzy rizik je stanovení rizika s nejvyšší prioritou. Druhá část praktické části vychází z výsledků analýzy rizik. Jedná se o popis a zhodnocení cvičné evakuace, která proběhla v souvislosti s rizikem s nejvyšší prioritou. Diskuze je zaměřena na stále hojnější výskyt požárů v pobytových sociálních zařízeních v ČR, zároveň porovnává dvě různá pobytová sociální zařízení. Na základě dosažených výsledků porovnání a výsledků předchozí kapitoly je diskutováno, zdali je zařízení dostatečně připraveno čelit MU, konkrétně požáru, jestli je personál dostatečně teoreticky i prakticky proškolen v oblasti PO. Zde je zároveň zmíněn dokument ,,Doporučený standard kvality pro domovy pro seniory ČR" vydaný Asociací poskytovatelů sociálních služeb, který definuje několik minimálních standardů pro daná zařízení a ze kterého primárně pro diskusi čerpám. Závěr práce obsahuje určitá doporučení ke zlepšení stávající situace v oblasti předcházení mimořádným událostem v MěCKP Benátky nad Jizerou.

The content of this bachelor thesis is Risk Analysis in a Social Facility. The thesis describes the practise procedures during an evacuation drill. The results of the evacuation were evaluated. The aims of the work were fulfilled and presented through risk analysis. The results describe the main issue for the organization. Theoretical and practical training of the employees were done based on the results of the risk analysis. The training was focused on the fire protection. The thesis is divided into two main parts. The theoretical part is devoted to the basic definitions related to the topic of this thesis, such as social facilities, emergency situations and evacuation. It also describes the evacuation drills in the Czech Republic for other social facilities focused on the fire protection. The practical part focuses mainly on the risk analysis in the given social facility. The determination of the risk with the highest priority is the goal of the risk analysis. The evacuation drill, which is performed according to the risk with the highest priority, is described. The discussion is focused on the increasingly frequent occurrence of fires in social facilities in the Czech Republic. Two chosen social facilities are compared. Based on the results in this thesis there are the questions that need to be determined. If the social facility is prepared to face emergency situations, mostly the fire, and if the employees are thoroughly trained for such situations. The document "Recommended quality standard for homes of the elderly in the Czech Republic" from the Association of Social Service Providers is worth mentioning here. It defines several minimum standards for chosen facilities which are used in the discussion part of this thesis. The conclusion contains certain recommendations for improving existing situation to prevent emergency situations in MěCKP Benátky nad Jizerou.
