Koncepce nasazení sil a prostředků Záchranného útvaru HZS ČR při likvidaci lesních a plošných požárů na území České republiky a v zahraničí

Abstract

Diplomová práce je věnována vytvoření koncepce sil a prostředků Záchranného útvaru HZS ČR při likvidaci lesních a plošných požárů. Teoretická část popisuje historii Záchranného útvaru HZS ČR, jeho hlavní úkoly, zaměření, působnost a organizaci včetně zásahové techniky a prostředků. Dále se věnuje problematice lesních požárů na území České republiky a v zemích Evropské unie. V praktické části je na základě analýzy dat a dokumentů, včetně rozhovorů s odborníky, navržena koncepce nasazení sil a prostředků Záchranného útvaru HZS ČR pro likvidaci lesních a plošných požárů. Na základě stanovených metod je vybrána speciální technika, kterou lze v rámci České republiky považovat za výjimečnou a jejíž nasazení při likvidaci lesních a plošných požárů poskytne zasahujícím nové možnosti při zdolávání požáru a sníží míru rizika při zásahu. Dále je navrženo složení příslušníků určených k obsluze vybrané techniky. Vytvořená koncepce je konfrontována s možností nasazení sil a prostředků v zahraničí. Dále je v praktické části navržen koncept týlového zabezpečení na místě mimořádné události. Z prostředků a techniky Záchranného útvaru HZS ČR je vybrána taková technika a prostředky, které umožňují sestavení zcela nezávislého týlového komplexu pro zasahující i velení na místě zásahu. Z praktických zkušeností je týlové zabezpečení rozšířeno o návrh techniky vhodné pro odtah imobilních vozidel z těžko přístupného terénu. V práci je navrženo pro zlepšení monitoringu na místě zásahu využití bezpilotních letounů, jejichž nasazení má pozitivní vliv na zefektivnění velení na místě zásahu, zpřehlednění situace a snížení nebezpečí pro zasahující hasiče.

The diploma thesis is devoted to creation the concept of forces and resources of the Rescue Section of the Fire and Rescue Service of the Czech Republic in liquidation of forest and area fires. The theoretical part describes the history of the Rescue Section of the Fire and Rescue Service of the Czech Republic, its main tasks, focus, competence, and organization including interventional techniques and resources. It also deals with the issue of forest fires in the area of the Czech Republic and in the countries of the European Union. In the practical part there is suggested a concept of deployment the forces and resources of the Rescue Section of the Fire and Rescue Service of the Czech Republic for liquidation forest and area fires. This concept is based on the analysis of data and documents, including interviews with experts. There is selected a special technique based on established methods, which can be considered to be exceptional in the Czech Republic. Applying this special technique in liquidation of forest and area fires will provide the intervenors new opportunities to fight fire and it will reduce the risks of intervention. There is also proposed a composition of members, who are intended to operate the selected technique. The formed concept is confronted with the possibility of deploying the forces and recources abroad. Futhermore, in the practical part there is suggested a concept of rear security at the place of the emergency event. There are selected the resources and a technique from the means and techniques of the Rescue Section which enable a formation of a completely independent technical rear complex for intervenors and command at the place of the intervention. The technical rear security is extended by a design of a technique which is suitable for towing immobile vehicles away from a hard accessible terrain. In the thesis there is suggested an use of unmanned aircraft. It is proposed to improve monitoring at the place of intervention. The deployment of the unmanned aircraft has got a positive influence on making a command more effective at the place of intervention, clarifying the situation, and reducing the danger for intervening firefighters.
