Analýza rozvojové a humanitární pomoci České republiky do oblastí postižených válkou v Sýrii

Abstract

Diplomová práce se zabývá problematikou rozvojové a humanitární pomoci do oblastí postižených válkou. Jedná se o téma velice aktuální vzhledem k současnému dění ve světě a velkému počtu současných válečných konfliktů. Tato práce je zaměřena konkrétně na analýzu pomoci poskytované Českou republikou do Sýrie, kde již desátým rokem trvá občanská válka. Teoretická část je zaměřena na humanitární pomoc a rozvojovou spolupráci z hlediska obecného. Na začátku jsou objasněny jednotlivé pojmy a vzájemný rozdíl mezi nimi. Další část je zaměřena na právní rámec, kterým se Česká republika řídí při poskytování pomoci do zahraničí. Následuje kapitola zaměřená přímo na humanitární pomoc České republiky do zahraničí a na české humanitární organizace nacházející se na našem území. Důležitá je i spolupráce ČR s mezivládními organizacemi poskytujícími zahraniční pomoc jako je EU, OSN či NATO. Závěr teoretické části se zabývá analýzou válečného konfliktu v Sýrii, tedy od začátku protestů až do současnosti. Praktická část je již konkrétně zaměřena na analýzu poskytování pomoci ČR do Sýrie za období 2012-2019. Každý rok je analyzován z hlediska celkově poskytnuté humanitární pomoci a rozvojové spolupráce, porovnáním bilaterální a multilaterální spolupráce za jednotlivé roky, podílu humanitární pomoci poskytované přímo do Sýrie ku pomoci poskytované syrským uprchlíkům a podílu pomoci do Sýrie ku celkově poskytované pomoci ČR do ostatních partnerských zemí. Výsledkem je vývoj a analýza poskytované pomoci za toto období. Výsledky jsou prezentovány prostřednictvím grafů. Následuje situační analýza procesu poskytování pomoci do válečných oblastí pomocí SWOT analýzy. Na základě této analýzy jsou zjištěny slabé stránky, silné stránky, příležitosti a hrozby, a jsou navržena opatření ke zlepšení celého procesu. Pro doplnění informací jsou formou rozhovorů zhodnoceny zkušenosti humanitárních pracovníků pracujících v Sýrii. V diskusi jsou shrnuty výsledky získané v praktické části. Je zaměřena na analýzu jednotlivé pomoci za zkoumané období včetně analytických údajů. Pomoc ČR do Sýrie je zde porovnána i z hlediska poskytnutých dotací mezinárodními organizacemi EU a OSN za dané období do Sýrie. V závěru jsou uvedeny návrhy ke zlepšení poskytování pomoci do válečných oblastí. V závěru práce se vyhodnocuje splnění cíle diplomové práce. Tímto cílem byla analýza pomoci do Sýrie, zhodnocení problémových oblastí poskytování pomoci do válečných oblastí a navržení opatření ke zlepšení.

The diploma thesis deals with the issue of development and humanitarian aid to areas affected by the war. This is a very actual topic given the current events in the world and the large number of current nowadays war conflicts. This work is focused specifically on the analysis of aid provided by the Czech Republic to Syria, where the civil war has been going on for ten years. The theoretical part is focused on humanitarian aid and development assistance in general. At the beginning, the individual concepts and the mutual difference between them is clarified. The next part focusses on the legal framework that the Czech Republic follows when providing assistance abroad. The following chapter focuses directly on the Czech Republic´s humanitarian aid abroad and on Czech humanitarian organizations located in our territory. The cooperation of the Czech Republic with intergovernmental organization providing foreign aid such as EU, the UN or NATO is also important. The conclusion of the theoretical part deals with the analysis of the war conflict in Syria, i.e. from the beginning of the protests to the present. The practical part is already specifically focused on the analysis of the provision of Czech assistance to Syria for the period 2012-2019. Each year is analyzed in terms of total humanitarian aid and development assistance, comparing bilateral and multilateral assistance for individual years, the share of humanitarian aid provided directly to Syria to aid provided to Syrian refugees and the share of aid provided by the Czech Republic to other partner countries. The result is the development and analysis of the assistance provided during this period. The results are presented through the graphs. The following is a situational analysis of the process which provide assistance to war zones using SWOT analysis. Based on this analysis weakness, strengths, opportunities and threats are identified, and suggestions are proposed to improve the whole process. To supplement the information, the experiences of humanitarian workers working in Syria are evaluated in the form of interviews. The discussion summarizes the result obtained in the practical section. It focuses on the analysis of individual assistance for the period under study, including analytics data. The Czech Republic´s assistance to Syria is also compared here in terms of subsidies provided by intergovernmental organizations of the EU and the UN for the given period to Syria. Finally, there are suggestions for improving the provision of assistance to war zones. At the end of the thesis, the fulfillment of the goals of the diploma is evaluated. The aim was to analyze assistance to Syria, assessing the problem areas and proposing suggestions for the improvement.
