Připravenost orgánů veřejné správy v krizovém řízení na provádění plošné evakuace zvířat

Abstract

Bakalářská práce se zabývá připraveností na provádění plošné evakuace zájmových chovů a hospodářských zvířat ze zóny havarijního plánování. Cílem práce je analyzovat postup při řešení této evakuace a vymezit problémy spojené s jejím prováděním. Teoretická část popisuje ochranu obyvatelstva, její úkoly a příslušné právní předpisy. Podrobně se zaměřuje na plánování a provádění plošné evakuace. Dále jsou definovány pojmy zájmový chov, hospodářské zvíře a welfare. U vybraných druhů zvířat je charakterizováno jejich chování za běžné a extrémní situace. Praktická část se zaměřuje na postup Hasičského záchranného sboru a Státní veterinární správy při provádění plošné evakuace zvířat. Dále je provedena analýza příslušných dokumentů. Získané informace jsou vyhodnoceny pomocí SWOT analýzy. Na závěr jsou určena možná rizika při evakuování zvířat a rizika při ponechání zvířat v místě chovu.

This Bachelor thesis deals with the readiness to carry out a global evacuation of pets and livestock from the zone of emergency planning. The aim of the thesis is to analyse the procedure that is used to solve the evacuation and to define the problems which are associated to its implementation. The theoretical part describes the protection of the population, its tasks and corresponding legal regulations. This part is in detail focused on planning and executing the global evacuation. Furthermore, the terms such as a pet, livestock and welfare are defined. The behaviour of the chosen animal species during an ordinary and an extreme situation is described. The practical part is focused on the procedure of the Fire Rescue Service of the Czech Republic and the State Veterinary Administration when carrying out the global evacuation of the animals. Furthermore, the analysis of the corresponding documents is performed. The obtained information is assessed using the SWOT analysis. The possible risks of evacuating animals and the risks of leaving animals at the place of the breeding are defined in the conclusion.
