Připravenost Městské policie hl. m. Prahy na řešení mimořádné události typu povodeň

Abstract

Téma mé diplomová práce je zaměřeno na analýzu úrovně připravenosti Městské policie hl. m. Prahy (dále jen ,,MP HMP") na řešení mimořádné události typu povodně, a to zejména po stránce její materiálně technické vybavenosti, odborné přípravy a systému řízení. V teoretické části diplomové práce uvádím přehled právních předpisů a dalších dokumentů, které se dotýkají problematiky povodní a protipovodňové ochrany. Dále zde vymezuji základní pojmy v oblasti ochrany obyvatelstva a ochrany před povodněmi, popisuji všechny základní organizační a věcné aspekty činnosti MP HMP, včetně vazeb na další organizace a složky podílející se na řešení mimořádných událostí charakteru povodně. V neposlední řadě popisuji systém protipovodňové ochrany na území hl. m. Prahy. V praktické části diplomové práce uvádím zejména závěry z provedených SWOT analýz a řízených rozhovorů s vybranými příslušníky MP HMP a také závěry z mapování její praktické činnosti při povodních v Praze v letech 2002 a 2013, včetně komparace výsledků obou analýz. Předmětem zkoumání je především způsob provádění a úroveň odborného výcviku příslušníků MP HMP, stav zajištění materiálně technického vybavení a také systém řízení v rámci této složky integrovaného záchranného systému - vše se zaměřením na činnost MP HMP při řešení mimořádné události typu povodně. Výsledkem diplomové práce je zhodnocení řešené problematiky a návrh opatření k řešení identifikovaných nedostatků.

The topic of my thesis is focused on the analysis of the preparedness of the Municipal Police of the Capital City of Prague (hereinafter referred to as MP Prague) for dealing with an emergency event of the flood, especially in terms of its material and technical equipment, training and managment system. In the theoretical part of the thesis I present an overview of legal regulations and other documents concerning the flood and flood protection issues. Furthemore, I define the basic concepts in the area of population protection and flood protection, I describe all the essential and factual aspects of the activities of the MP Prague, including the links to other authorities and components involved in dealing with emergencies of floods. At last but not least, I describe the flood protection system in the Capital City of Prague. In the practical part of the thesis I present especially the conclusions from the SWOT analyzes and controlled interview with chosen MP officers and also the conclusions from the mapping of MP practical activities during the floods in Prague in 2002 and 2013, including comparison of the results of both analyzes. The subject of the study is primarily the way of implementation and level of professional training of MP officers, the level of provision of material and technical equipment and also the management system within the Integrated Rescue System - all these issues focused on the activities of the Municipal Police of Prague. The result of the thesis is an evaluation of the solved problems and a proposal of measures how to improve the identified shortcomings.
