Proměny názorů na používání chemických zbraní v moderních dějinách

Abstract

Tato bakalářská práce se zaobírá problematikou používání chemických zbraní od 1. světové války po současnost. V teoretické části se nachází základní informace týkající se BCHL (bojové chemické látky), které jsou charakterizovány podle vojensko-toxikologické klasifikace. U každé chemické látky jsou uvedeny její důležité vlastnosti spolu s historií vzniku nebo použití. Na základní a stručný popis BCHL navazuje legislativní část vztahující se k chemickým zbraním a jejich zničení, respektive zabývající se celosvětovým odzbrojení. Za pomoci multikriteriální analýzy a metody KARS (kvalitativní analýza rizik s použitím jejich souvztažností) jsou v praktické části interpretovány výsledky mé práce. Cílem bakalářské práce je určit možný budoucí směr vývoje a používání chemických zbraní, přičemž prioritní je stanovit, zda jsou chemické zbraně i v současné době stále hrozbou. Z výsledků je patrné, že potenciál chemických látek jako možných nebezpečných chemických zbraní doposud nebyl vyčerpán, leč díky mezinárodním dokumentům je toto potenciální riziko sníženo na přijatelnou úroveň. Na základě výsledků bakalářské práce jsou stanovena navrhovaná opatření, jež by mohla být nápomocna v možném budoucím řešení dané problematiky. Práce se tak zabývá obecným popisem BCHL, jejich nedávnou historií, přítomností a souvislostmi, kdy z těchto informací lze získat možný model jejich budoucího vývoje.

This bachelor thesis focuses on issues of using the chemical weapons since World War I up to the present day. The teoretical part consists of fundamental information related to chemical weapons, for their characterisation is used the military - toxicological classification system. Each chemical substance is introduced by mentioning its main characteristics, information about history of its origin or use. This basic and concise description of chemical weapons is followed by the legislative part related to chemical weapons and their destruction or more precisely related to worldwide disarmament. Results of my thesis are interpreted in the practical part according to multicriteria analysis and QRAC method (qualitative risk analysis with correlations). Goal of the bachelor thesis is to determine possible prospective directions of development and use of chemical weapons. Priority is to assess whether the chemical weapons nowadays are still the threat. The results show that potential of chemical substances as possible dangerous weapons hasn't been exhausted yet, but this potential risk has been decreased to an acceptable level owing to international documents. Results of the bachelor thesis provide assessment of proposed measures, that can contribute to potential future solution of the above mentioned issues. This thesis contains a general description of chemical weapons, their recent history, current status and contextual data, in this case it's possible to acquire a prospective model of their future development.
