Rozdíl v rozsahu plánované evakuace v záplavovém území hlavního města Prahy s realizací a bez realizace protipovodňových opatření.

Abstract

Předmětem diplomové práce bude zhodnocení, v jakém rozsahu bude prováděna evakuace při hrozbě přirozené povodně na Vltavě s včasnou výstavbou protipovodňových opatření hlavního města Prahy, bez včasné výstavby protipovodňových opatření hlavního města Prahy nebo při selhání protipovodňových opatření hlavního města Prahy. V praktické části práce bude analyzován systém evakuace před povodní 2002 a 2013 a současný systém evakuace v záplavovém území. Technická, časová a logistická náročnost evakuace a výstavby protipovodňových opatření hlavního města Prahy. Zhodnocení možného přelití nebo destrukce protipovodňových opatření hl. m. Prahy. Rozbor zkušeností z předchozích povodní použitím SWOT analýzy a analýzy Co se stane, když a na základě dosažených výsledků budou navržena opatření potřebná pro včasnou a účinnou evakuaci ze zasaženého území. Výsledkem práce bude návrh evakuace zasaženého území pro účinné zvládnutí nezbytných opatření při evakuaci zasažených obyvatel ze zaplaveného území, tak aby byla evakuace použitá při zasažení území přirozenou povodní a následně, budou výsledky zapracovány do povodňového plánu hl. m. Prahy.

This thesis will focus on an analysis of the scope of evacuation in case of a natural flood threat caused by the Vltava River, with the construction of flood control system of the City of Prague, without an advance construction of the flood protection system of the City of Prague, or in case of failure of the flood control measures of the City of Prague. The practical part of the thesis will analyse the evacuation system before the floods of 2002 and 2013, and the current evacuation system in the flood area. The following topics will be covered: Technical, time and logistic requirements of the evacuation and construction of the flood control system of the City of Prague. Assessment of the possibility of overflow, or destruction of the flood control system of the City of Prague. Evaluation of the experience gained from previous floods using the SWOT and the ¨What will happen when¨ analyses. Based on the results, measures required for the timely and efficient evacuation from the affected area will be proposed. The thesis will result in the evacuation proposal for the area affected, so that the measures -necessary for the evacuation of the inhabitants from the flooded area - are efficient, and so ensure that the evacuation is used when the area is hit by a natural flood. Consequently, the results will be incorporated in the flood plan of the City of Prague.
