Studie připravenosti Zdravotnické záchranné služby Středočeského kraje na mimořádnou událost s velkým počtem raněných a obětí

Abstract

Předmětem mé diplomové pr{ce je studie připravenosti Zdravotnické z{chranné služby Středočeského kraje na mimoř{dnou ud{lost s velkým počtem raněných a obětí. Téma je čím d{l více aktu{lní díky vzestupu mezin{rodního terorismu, narůstajícímu množství přírodních katastrof, stoupající vytíženosti dopravních koridorů a velkému množství průmyslových are{lů. Tato pr{ce se zaměřuje na mimoř{dné ud{losti s velkým počtem raněných a obětí z pohledu zdravotnické z{chranné služby, ověřuje připravenost zaměstnanců a ukazuje vývoj a úroveň vzděl{v{ní v této oblasti. V teoretické č{sti jsem provedla rešerši odborné literatury. Je zde rozebr{na legislativa, soubory z Katalogu typových činností a jednotlivé stupně poplachu. D{le se v pr{ci zabýv{m povinnostmi a úkoly z{kladních složek integrovaného systému, jehož je zdravotnick{ z{chrann{ služba souč{stí. V pr{ci jsem se podrobně věnovala traumatologickému pl{nu ZZS SČK, popsala jsem systém školení zaměstnanců ZZS SČK v krizové připravenosti a z{věrem této kapitoly jsem srovnala krizovou připravenost ČR s jinými st{ty. Praktick{ č{st vych{zí z průzkumu pomocí nestandardizovaného dotazníku. Dotazníky byly rozesl{ny elektronicky řidičům, z{chran{řům a lékařům ZZS SČK prostřednictvím vedoucích pracovníků. Ze získaných dat jsem zpracovala SWOT analýzu, kter{ identifikovala slab{ místa vzděl{vacího procesu v oblasti krizové připravenosti. Pokusila jsem se nalézt doporučení pro motivov{ní zaměstnanců ZZS SČK k aktivnímu přístupu ke vzděl{ní a pro zlepšení vzděl{vacího systému.

The subject of my diploma thesis is the study of Emergency Medical Service of Central Bohemia preparedness for emergency situation with large number of injuries and casualties. This issue is becoming more and more relevant due to the rise in international terrorism, the increasing number of natural disasters, the increasing use of transport corridors and a large number of industrial sites. This thesis focuses on emergency situation with large number of injuries and casualties from the point of view of medical rescue service, showing the development and level of education in this area. In the theoretical part, I have researched the literature. It analyzes the legislation, files from the Catalog of model activities and individual levels of alarm. The next part is devoted to the duties and tasks of the basic components of the Integrated rescue system, which is part of the medical rescue service. In my diploma thesis I deal with emergency action plan of ZZS SČK. In the end of the theoretical part, I described the system of education of employees ZZS SČK in crisis preparedness. The practical part is based on a quantitative survey using the non-standardized questionnaire. The questionnaires were sent electronically to the drivers, rescuers and doctors of the ZZS SČK through the superiors. From the information I received, I worked out a SWOT analysis. The analysis identified weaknesses of the education process in the part of crisis preparedness and found solutions for motivating the employees of the ZZS SČK to take an active acces to education. The evaluated SWOT analysis helped me to find recommendations for improving the education system.
