Analýza veřejných zakázek na zdravotnickou techniku

Abstract

Zdravotnická zařízení jsou limitována omezenými finančními prostředky. Nekontrolovaně nákladné investice mohou mít tak dopad na jejich rozpočty. Nákup samostatné zdravotnické techniky, avšak dosud nebyl analyzován, proto se tato diplomová práce zaměřuje právě na tuto oblast. Hlavním cílem práce bylo nalezení konkrétních parametrů veřejných zakázek, které mají vliv na míru dosažené úspory zdravotnické techniky. Byly analyzovány nákupy zdravotnické techniky v období od 1.10.2016 až do roku 2018 v České republice. Do výsledného datového souboru bylo zařazeno celkem 1362 nákupů zdravotnické techniky. Ke splnění hlavního cíle byla použita především vícenásobná regresní analýza. Tato analýza prokázala, z původních osmi zařazených parametrů, statisticky významný vliv právě u tří z nich. Potvrzenými byly parametry počet dodavatelů, počet kritérií hodnocení, a zda nakupující zdravotnická zařízení byla zřízena Ministerstvem zdravotnictví. V závěrečné části se diplomová práce věnovala analýzám zákonitostí a souvislostí nákupů zdravotnické techniky. Zde došlo k potvrzení statistické významnosti mezi rozdílem počtu kritérií hodnocení ve skupině fakultních a nefakultních nemocnic, dále byl statisticky potvrzen rozdíl počtu podaných nabídek ve skupině veřejných zakázek na části dělených a nedělených. Nakonec byla prokázána závislost mezi velikostí zdravotnických zařízení a počtem kritérií hodnocení, a stejně tak závislost mezi touto velikostí a počtem podaných nabídek.

Medical institutions are limited by their financial means. Uncontrollably expensive investments can negatively impact their budgets. Despite this fact, the purchase of medical equipment has not been analysed, until now. This dissertation is focused on this area for this very reason. The main goal of this dissertation was finding the specific parameters of public procurements, which impact the rate of savings earned when purchasing medical equipment. Purchases of medical equipment in the Czech Republic in the timespan of 1.10.2016 till the year 2018 were analysed. A final number of 1362 of medical equipment purchases is included in the resulting data set. Multiple regression analysis was used primarily to reach the main goal of this dissertation. This analysis proved a statistically consequential impact in three of the eight included parameters. The proved parameters were the number of suppliers, the number of evaluation criteria, and whether the purchasing medical institutions were founded by the Ministry of healthcare. In the final part the dissertation is concerned with analyses of legalities and context of medical equipment purchases. Here the confirmation of a statistical significance in the difference of the number of evaluation criteria in the groups of faculty and non-faculty hospitals took place. Furthermore, the difference in the number of submitted offers in the group of public procurements in parts of divided and undivided has been statistically proven. Finally, a correlation of the size of medical institutions and the number of evaluation criteria, as well as the correlation of said size and the number of submitted offers, has been confirmed.
