Analýza teroristických útoků se zaměřením na vícenásobné útoky v letech 2014 - 2018

Abstract

Fenomén terorismu představuje významnou hrozbu a i v České republice se jedná o velmi diskutované téma. Tato diplomová práce se zaměřuje na analýzu teroristických cílů v Evropě v letech 2014 - 2018. Nejprve v teoretické části stanovíme druhy terorismu dle Europolu a objasníme metody spáchání teroristických útoků, definujeme měkké cíle a jejich možnou ochranu. Zhodnotíme současný stav hrozby terorismu v České republice a přiblížíme boj proti terorismu v českém i mezinárodním prostředí, dále se zaměříme na bezpečnostní dokumenty a důležité útvary a organizace. Pro potřeby diplomové práce jsme vypracovali databázi obsahující 185 teroristických útoků, kterou jsme vytvořili v programu phpMyAdmin, která nám zaručuje lepší manipulaci s daty, snadnější aktualizace informací a možnost propojení s Microsoft Excel kvůli přehlednému zobrazení dat. Do databáze zaznamenáváme zejména metody útoků, cíle útoků, údaje o útočnících, detaily o použitých výbušninách, počty mrtvých a zraněných a propojení s jinými útoky. Většina praktické části se zabývá vyhodnocením dat a stanovením nejčastějších cílů útoků a rozboru vícenásobných útoků, kde jsme sledovali převážně modus operandi, výběr cíle v jednotlivých útocích a důvod ukončení vícenásobného útoku. Dále na základě nejčastěji vybraných cílů k útoku připravíme seznam ohrožených měkkých cílů v Praze, které zhodnotíme pomocí analytické metody CARVER, což je metoda sloužící ke stanovení míry rizika útoku na měkké cíle. Tato metoda je speciální tím, že riziko se vyhodnocuje z pohledu útočníka. U rizikovějších cílů shrneme současné zabezpečení a možný rozvoj do budoucnosti v případě zhoršené bezpečnostní situace. V diskuzi se zaměříme na vyhodnocení stanovených hypotéz, které se týkají zejména vícenásobných útoků. Následně naše výsledky porovnáme se světovou databází teroristických útoků Global Terrorist Database.

The phenomenon of terrorism represents a significant threat and even in the Czech Republic, it is a highly discussed topic. This Diploma thesis focuses on the analysis of terrorist targets in Europe in the years 2014-2018. The theoretical section primarily determines types of terrorism according to Europol and clarifies the methods of terrorist attacks. It also defines soft targets and their possible protection. Subsequently, this section contains assessment of current terrorist threats in the Czech Republic and takes a closer look at the fight against terrorism in the Czech Republic and international environment. It also focuses on security documents and important bodies and organizations. For the purposes of the Diploma thesis, we created a database containing 185 terrorist attacks designed in the phpMyAdmin program, which guarantees better data manipulation, easier information update and possibility of linking with Microsoft Excel to acquire structured data display. The methods of attacks, targets, facts on the attackers, details on the explosives used, death toll, number of wounded, and links to other attacks are primarily recorded in the database. Majority of the practical section contains data assessment, determination of the most frequent targets, and analysis of multiple attacks where the main emphasis is on the observation of modus operandi, selection of the target in individual attacks and reasons to terminate the multiple attacks. On the basis of the most frequently selected targets, we prepare a list of endangered soft targets in Prague assessed through an analytical method CARVER, which is a method used to determine the level of risk of attacking the soft targets. This method is special in that the risk is assessed from the perspective of the attacker. With the more endangered targets, we will summarize current security and possible future improvements in case of deteriorated security situation. The discussion is focused on the assessment of predetermined hypotheses concerning namely multiple attacks. The results are subsequently compared with the worldwide database of terrorist attacks Global Terrorist Database.
