Připravenost obcí na řešení mimořádných událostí a krizových situací

Abstract

Tato diplomová práce se zabývá otázkou připravenosti vybraných obcí Středočeského kraje a Ústeckého kraje na řešení mimořádných událostí a krizových situací s důrazem na materiální zabezpečení situace. Cílem teoretické části práce je shrnutí potřebných informací o zkoumaném území a hrozbách na daném území. V úvodu práce je uvedené stručné seznámení s legislativou a dalšími dokumenty z oblasti havarijního a krizového řízení. Dále je zde základní rozdělení a definice mimořádné události a krizové situace jako úvod ke kapitolám Analýza hrozeb pro ČR a Analýza rizik pro úroveň krajů a obcí s rozšířenou. Teoretická část je zejména zaměřená na povinnosti a oprávnění orgánů obce při přípravě a řešení mimořádných událostí a krizových situací. Rovněž je zde popsané samotné zkoumané území s důrazem na hrozby. Praktická část práce přináší analýzu současného stavu připravenosti jednotlivých obcí spadajících do vybraných obcí s rozšířenou působností na řešení mimořádných událostí a krizových situací. Cílem práce bylo prozkoumání problematiky připravenosti vybraných obcí na řešení mimořádných událostí a krizových situací, které se mohou na daném území vyskytnout a návrh možností, které by vedly ke zlepšení připravenosti obcí. Práce je zaměřena především na rozsah a kvalitu zpracované krizové dokumentace a na prostředky obcí použitelné pro řešení nastalé situace. Podklady pro zpracování diplomové práce byly čerpány z veřejných pramenů. Jedná se o dostupné literární a internetové zdroje, dokumentaci poskytnutou orgány obcí, krajů a dokumentaci poskytnutou Hasičským záchranným sborem České republiky. Podklady pro analýzy byly rovněž získány rozhovory se zástupci zkoumaného území.

This Diploma thesis addresses an issue of preparedness of selected municipalities of Central Bohemian region and Ústí nad Labem region for emergencies and crisis situations with the emphasis on material security of the situations. The aim of the theoretical part is to summarise necessary information on the territory in question and possible threats to this particular territory. The introduction of the thesis contains brief summary of the legislation and other documents concerning emergency and crisis management. It furthermore provides basic division and definitions of an emergency in the introduction to the chapters Threat analysis in the CR and Risk analysis of the regions and municipalities with extended responsibilities. The theoretical part is namely focused on the responsibilities and authorizations of municipal authorities in preparing and dealing with emergencies and crisis situations. It also describes the territories in question with the focus on possible threats. The practical part of the thesis provides an analysis of contemporary level of preparedness of individual municipalities belonging to the selected municipalities with extended responsibilities for emergencies and crisis situations. The aim of the thesis is to explore the issue of preparedness of selected municipalities for emergencies and crisis situations that may occur on the given territories and to propose options that would possibly improve the preparedness of municipalities. The thesis is primarily focused on the scope and quality of crisis documentation and on the means of municipalities employable in coping with emergency situations. The materials and data for the thesis were taken from public sources, namely available literary and internet sources, documents provided by the municipalities, regional authorities and documentation provided by the Fire Rescue Service of the Czech Republic. The materials for analyses were also gained from the interviews with the representatives of the given territories.
