Súčinnosť zložiek IZS pri teroristickom útoku

Abstract

Diplomová práca sa zaoberá popisom zásahu zložiek IZS pri teroristickom útoku Nástražným výbušným systémom, ktorý sme namodelovali na Výstavisku v pražských Holešoviciach. Cieľom teoretickej časti bolo objasniť krátku históriu terorizmu vo svete v ČR, spoločensky právne vymedziť pojem ,,terorizmus". Nezabudli sme sa venovať aj základnému rozdeleniu zložiek IZS, ktoré sa danou problematikou zaoberajú. Ďalším cieľom teoretickej časti bolo rozobratie problematiky NVS, ich rozdelenie, konštrukcia a spôsoby výroby. Ako uzatvorenie teoretickej časti sme uviedli najznámejšie teroristické útoky, ktoré boli vykonané práve Nástražným výbušným systémom. Cieľom nadväzujúcej praktickej časti bolo pomocou SWOT analýzy identifikovať silné a slabé stránky oblasti, kde sa teroristický útok odohrá, teda na Výstavisku Praha. Aby sme mohli uskutočniť náš ďalší cieľ, a to popis zásahu zložiek IZS pri teroristickom útoku, vytvorili sme scenár udalosti s využitím modelácie výbuchu Nástražným výbušným systémom v programe TerEx. Aj na základe scenára popisu zásahu sme na záver vytvorili návrhy k zvýšeniu efektivity pri zásahu zložiek IZS, tak aj odporučenia pre obyvateľstvo, ktoré môže byť teroristickým útokom zasiahnuté.

The Master's thesis describes the intervention of the bodies of the Integrated Rescue System during the terrorist attack by the Booby Explosive System, which we modeled at the Exhibition Grounds in Holešovice, Prague. The aim of the theoretical part was to clarify the short history of terrorism in the world and in the Czech Republic and to properly define the term "terrorism". We also described the basic division of Integrated Rescue System bodies that deal with this issue. Another aim of the theoretical part was to analyze the problems of the explosive systems, their distribution, construction and production methods. In the conclusion of the theoretical part, we mentioned the most notable terrorist attacks that were made by the Booby Explosive System. The aim of the follow-up practical part was to use SWOT analysis to identify the strong and weaknesses of the area where the terrorist attack takes place - the Prague Exhibition Grounds. In the next step, an event scenario was created using the explosive model generated by TerEx software. Finally, based on the scenario of intervention, we have made proposals to increase the effectiveness of the intervention of the bodies of the Integrated Rescue System, as well as recommendations for the population that may be affected by the terrorist attack.
