Tématem diplomové práce je analýza možnosti detekce podezřelých a nebezpečných zásilek v zahraničí a možnosti implementace zjištěných postupů a legislativních požadavků do státního podniku Česká pošta. V teoretické části se zabýváme problematikou přepravy nebezpečných látek a zboží. Dále je v této části popsána Česká pošta, na kterou je práce zaměřena, její historie a organizační struktura. Abychom mohli řešit podezřelé a nebezpečné zásilky, zmíníme nejprve manipulaci s poštovními zásilkami jako takovou. Následně se budeme věnovat právě podezřelým a nebezpečným zásilkám a postupu v případě jejich nalezení. Nakonec zmíníme poštovní služby v zahraničí, a to ve vybraných zemích. V praktické části budeme pomocí analýzy zkoumat přístup a zabezpečení České pošty proti nebezpečným zásilkám. Abychom mohli splnit cíl práce, zanalyzujeme i zahraniční poštovní operátory. Následně bude provedena komparace výsledků zjištěných pomocí výše zmíněné analýzy. Dále sestavíme tři modely zabezpečení proti nebezpečným zásilkám, a to na nejnižší úrovni zabezpečení, dále na střední úrovni, který bude pro Českou poštu doporučený, a jako poslední vytvoříme ideální model, který by k odhalení nebezpečné zásilky byl nejlepší. Pro navržení vhodného modelu České pošty využijeme metodu idealizace. Výsledkem práce bude navržený model zabezpečení, který by mohla Česká pošta do budoucna využívat, ale také vytvořený dokument pro definování podezřelé a nebezpečné zásilky a následné zacházení s nimi. Presented master's thesis focuses on the analysis of the detection of suspicious and dangerous consignments abroad and the possibility of implementation of the identified procedures and legislative requirements to the state-owned enterprise Czech Post. The theoretical part of the thesis deals with the issue of transport of dangerous substances and goods. Furthermore, this section also includes a description of the Czech Post, which forms the focus of the thesis, its history and organisational structure. To evaluate the issue of suspicious and dangerous mails, handling procedures for general postal items are described. Subsequently, the author pays attention to suspicious and dangerous consignments and the way how to detect them. Finally, postal services abroad - in selected countries, shall be mentioned. The approach and security procedures of Czech Post against dangerous mails form the focus of the analysis presented in the practical part of the thesis. To meet the goal of the thesis, foreign postal operators and their approaches are also assessed. Subsequently, a comparison of the results obtained by the analyses mentioned above shall be drawn. In addition, the author presents three security models for handling dangerous items: the lowest security level, medium-level, recommended for Czech Post, and lastly, an ideal model that would be the best to detect a dangerous consignment. To propose a suitable model for the Czech Post, idealisation method shall be applied. The results of the thesis shall represent the proposed security model that Czech Post could apply in the future, but also a document used for defining suspicious and dangerous items and their subsequent handling.
