Připravenost subjektů kritické infrastruktury na řešení úkolů v jejich působnosti za krizového stavu

Abstract

Abstrakt Diplomová práce se zabývá problematikou připravenosti subjektu kritické infrastruktury na řešení úkolů ve své působnosti při vyhlášení některého z krizových stavů. Pro tento účel byl vybrán subjekt kritické infrastruktury, který představuje Hasičský záchranný sbor Středočeského kraje, přesněji dva z jeho prvků, vybrané hasičské stanice. Teoretická část práce je zaměřena na základní legislativu týkající se krizového řízení, z toho stěžejní je kritická infrastruktura. Popisován je její vývoj, procesní kritéria při určování prvků kritické infrastruktury, zmíněn je také obsah plánů krizové připravenosti. V další části je zde uvedena činnost Integrovaného záchranného systému, ve kterém je věnována pozornost především Hasičskému záchrannému sboru České republiky. Zejména jsou zde popsány jeho hlavní úkoly, organizační struktura a výkon služby. V praktické části jsou řešeny hasičské stanice Příbram a Řevnice, které jsou hodnoceny z hlediska krizové připravenosti. Samotný sběr podkladů a informací probíhal při výkonu služby na zmíněných stanicích. Dále bylo pravidelně konzultováno nad problematikou se zainteresovanými příslušníky těchto stanic. Jednalo se konkrétně o ředitele územního oboru Příbram, včetně velitele stanice. Osloveni byli opakovaně rovněž velitel stanice a velitelé čet na stanici v Řevnicích i s příslušníky zařazenými na výjezdu. Nasbírané výsledky jsou následně použity při tvorbě a vyhodnocení analýz, zejména pro vytvoření celkové SWOT analýzy. Cílem práce je na základě zjištěných výsledků, posoudit současnou připravenost hasičských stanic Příbram a Řevnice na plnění svých úkolů za krizových stavů a následně na základě zmíněných výsledků navrhnout opatření, která by mohla vést ke zlepšení stávající krizové připravenosti obou stanic. Navržená opatření jsou diskutována a shrnuta v závěru práce. Závěrečná kapitola se zabývá potvrzením stanovených hypotéz.

Abstract The thesis is concerned with the preparedness of the bodies of critical infrastructure for their tasks during the imposition of state of emergency. For this purpose, a critical infrastructure entity, represented by the Fire Rescue Service of the Central Bohemian Region, was chosen, specifically two of its elements, selected fire stations. The theoretical part of the thesis is focused on the basic legislation related to crisis management, from which critical infrastructure is crucial. It describes its development, process criteria in determining the elements of critical infrastructure, the content of crisis preparedness plans is also mentioned. In the next section there is the activity of the Integrated Rescue System, in which attention is paid especially to the Fire Rescue Service of the Czech Republic. In particular, it describes its main tasks, organizational structure and service performance. The practical part deals with fire brigade stations Příbram and Řevnice, which are evaluated in terms of crisis preparedness. The collection of information and information itself took place during the service at the mentioned stations. Furthermore, it was regularly consulted with interested members of these stations. Specifically, it was the director of the Příbram territorial field, including the station commander. The commander of the station and the commanders of the platoons at the station in Řevnice were repeatedly approached as well as the officers assigned to the field operations. The collected results are then used in the creation and evaluation of analyses, especially for the creation of a complete SWOT analysis. The aim of the thesis is to assess the current readiness of the Příbram and Řevnice fire stations to fulfil their tasks in crisis situations and then propose measures that could lead to the improvement of the current crisis preparedness of both stations. The proposed measures are discussed and summarized at the end of the thesis. The final chapter deals with the confirmation of the set hypotheses.
