Příprava zdravotnické záchranné služby Olomouckého kraje na mimořádné události s hromadným postižením osob

Abstract

Diplomová práce s názvem Příprava Zdravotnické záchranné služby Olomouckého kraje na mimořádné události s hromadným postižením osob se s využitím dvou prověřovacích cvičení zabývá vzděláváním a přípravou zaměstnanců vybrané organizace na mimořádné události s hromadným postižením osob. Cílem teoretické části diplomové práce je charakterizovat Zdravotnickou záchrannou službu Olomouckého kraje, její specifika, popsat systém vzdělávání zaměstnanců výjezdových skupin v organizaci a vytvořit přehled legislativních i nelegislativních dokumentů vztahujících se k problematice mimořádné události s hromadným postižením osob. V praktické části je cílem diplomové práce popsat dvě prověřovací cvičení probíhajících v letech 2016 a 2018, včetně popisu reálné nehody autobusu z období mezi oběma cvičeními. Dále s pomocí zkoumaných dat identifikovat nedostatky cvičení i reálné nehody a s využitím SWOT analýzy z prověřovacích cvičení navrhnout změnová opatření pro vzdělávání výjezdových skupin ve vybrané organizaci.

The presented diploma thesis entitled Preparation of Emergency Medical Service for Extraordinary Events with Mass Disability of Persons in the Olomouc region deals with education and preparation of EMS Crew of a selected organization for extraordinary events with the mass disability of persons. Two mass disability incident training methods are applied. The aim of the theoretical part of this thesis is to: characterize the Emergency Medical Service in the Olomouc region, define its specifics, describe the education system of EMS Crew of the selected organization and create an overview of legislative and non-legislative documents dealing with the issue of extraordinary events with the mass disability of persons. The aim of the practical part of this thesis is to describe two mass disability incident trainings which have been realized in 2016 and 2018, including a description of a real bus accident that happened in a period between those trainings. Furthermore, the aim is to identify the shortcomings of the training as well as of the real accident with a help of the investigated data and subsequently via the implementation of the SWOT analysis propose change measures for the training of outgoing groups in the selected organization.
