Připravenost obce Krušovice na řešení mimořádných událostí souvisejících s únikem nebezpečné látky a výbuchem.

Abstract

Obsahem diplomové práce je zhodnocení rizik a provedení analýzy ohrožení Obce Krušovice, které budou podkladem pro orgány obce při řešení mimořádných událostí. Obec Krušovice je nejvíce ohroženou obcí na území ORP Rakovník. Obec se nachází v zóně havarijního plánování podniku Explosia -Synthesia, a.s., Odbytového skladu výbušnin Lužná. Dále může být ohrožena únikem amoniaku z chladícího zařízení Královského pivovaru Krušovice, Heineken, a.s., nebo se může jednat o únik nebezpečné látky při přepravě po komunikaci I. třídy Praha - Karlovy Vary, která prochází celou obcí. Diplomová práce je rozdělena na dvě části a to na teoretickou a výzkumnou část. V teoretické části jsou uvedeny základní pojmy, právní předpisy, které jsou s touto problematikou spojeny. V obou částech diplomové práce byly použity běžně dostupné dokumenty. Ve výzkumné části jsou vymezeny cíle a hypotézy. Dále je zde popsán výzkumný vzorek a metody výzkumu. Cílem výzkumu je analýza Plánu postupu orgánů obce na přípravu a řešení mimořádných událostí, které mohou nastat při ohrožení obce a to za pomoci SWOT analýzy a řízených rozhovorů s pracovníky, kteří se zabývají problematikou ochrany obyvatelstva. V diskusi je provedena komparace námi zjištěných výsledků. V závěru je uvedeno shrnutí výsledků a cílů práce, které může starostka Obce Krušovice využít pro přípravu a řešení mimořádných událostí.

The content of this thesis is to evaluate the risks and to carry out the threat analysis of the village of Krušovice, which will be the basis for the municipal authorities in dealing with emergencies. The village of Krušovice is the most endangered municipality among the municipalities with extended powers in the Rakovník district. The village is located in the emergency planning zone of the joint-stock company Explosia - Synthesia, Sales Warehouse of Explosives Lužná. Furthermore, it may be endangered by leakage of ammonia from the cooling equipment of the Royal Brewery in Krušovice, Heineken, a.s., or by leakage of dangerous substances during their transports on the 1st class road Prague - Karlovy Vary, which passes through the whole village. This thesis is divided into two parts, the theoretical and the research one. In the theoretical part, basic terms and legal regulations which are connected with this issue are given. Commonly available documents were used in both parts of this thesis. The research part defines the objectives and hypotheses. Furthermore, the research sample and research methods are described. The aim of the research is to analyze the Action Plan of the municipal authorities for the preparation and dealing with emergencies that may occur when the municipality is endangered. The analysis is made with the help of SWOT analysis and controlled interviews with workers who deal with the issue of population protection. In the discussion, there is a comparison of our results. In the conclusion part, there is a summary of the results and goals of the work, which the mayor of the municipality of Krušovice may use for the preparation and dealing with emergencies.
