Teorie a praxe hybridní války, analýza a komparace zkušeností a přístupů

Abstract

Předmětem diplomové práce bude v teoretické a praktické části analyzovat nový fenomén ve vojenství, tzv. hybridní války. Pohled bude věnován hlavně současnosti, ale budou zde rozebírány i dva historické příklady z minulosti, a to z našich dějin Československého státu o předválečném obsazení pohraničí v roce 1938 a ze světových dějin to bude nedávný pohled na anexi Krymu Ruskou federací, tedy události do léta 2014. V teoretické části bude zodpovězena otázka ,,Co je to válka?". Dále budou vymezeny základní pojmy a hlavní atributy. Bude zde věnován prostor příčinám vzniku válek, budou stručně popsány typy válek podle povahy a prostředků, kde se v samém závěru stručně zmíním o zvláštních druzích válek, jako jsou války informační, kybernetické a hybridní. V praktické části bude nejprve popsána metodika praktické části diplomové práce. Následovat bude podrobná analýza hybridní války, její historie, nástroje a cíle. Vzájemná komparace hybridní války s válkou klasickou. Pak se práce bude věnovat výše zmíněným praktickým ukázkám z historie, jejich rozboru a vzájemnému porovnání. V závěru práce bude dáno doporučení vojensko-politické, jak se bránit hybridní válce. Bude provedena SWOT analýza a řízené rozhovory na danou problematiku s bývalým náčelníkem generálního štábu arm. gen. Ing. Jiřím Šedivým a pedagogem University obrany Mgr. Richardem Stojarem, Ph.D.

The thesis, in its theoretical and practical part, analyzes new phenomenon in the military field, the so-called hybrid war. The thesis is primarily focusing on the present situation, nevertheless two historical examples are presented. The first example is from the history of the Czechoslovak state on the pre-war occupation of the borderland in 1938. The second example is an event from the recent past, the annexation of Crimea by the Russian Federation during summer 2014. Theoretical part of the thesis answers the question "What is war?". Moreover, it defines basic concepts and main attributes. This part is also devoted to the causes of wars, shortly describes types of wars by nature and means and it is briefly mentioning special types of wars, such as information war, cybernetics war and hybrid war. Practical part firstly describes its methodology. After this methodology description a detailed analysis of hybrid warfare, its history, tools and goals are presented. The practical part also contains a mutual comparison between the hybrid war and the classical war. Practical part deals with above mentioned historical examples by analyzing and comparing them. The recommendation from the military and political view on how to defend against the hybrid war is given at the end of the thesis. Lastly, the thesis contains SWOT analysis and controlled interviews with the former Chief of General Staff, General Ing. Jiří Šedivý and Pedagogue of Defense University Mgr. Richard Stojar, Ph.D.
