Analýza připravenosti hromadné radiokomunikační sítě IZS při dlouhodobém výpadku elektrické energie ve Střeodčeském kraji

Abstract

Předmětem diplomové práce je analýza připravenosti hromadné radiokomunikační sítě IZS při výpadku elektrické energie. Jedná se o neveřejný radiokomunikační systém, který je určen nejen pro spojení mezi zasahujícími členy integrovaného záchranného systému, ale i pro ostatní subjekty státní správy. V diplomové práci jsme popsali a zhodnotili současný stav hromadné radiokomunikační sítě, neboť spojení mezi složkami integrovaného záchranného systému je základním předpokladem pro úspěšně vydařený zásah. V rámci této práce jsme se zaměřili především na fungování tohoto radiokomunikačního systému při rozsáhlém výpadku elektrické energie. V teoretické části práce jsme definovali základní pojmy, které se týkají dané problematiky. Blíže jsme popsali integrovaný záchranný systém v České republice a jeho státem stanovené hlavní funkce. Charakterizovali jsme hromadnou radiokomunikační síť integrovaného záchranného systému a specifikovali jsme její architekturu, využití, provoz a propojení v rámci státní správy. Dále jsme nastínili problematiku výpadků elektrické energie a jeho příčiny a důsledky. V rámci praktické části práce jsme pomocí what-if analýzy zjišťovali připravenost hromadné radiokomunikační sítě IZS na možný rozsáhlý výpadek elektrické energie. V našem výzkumném šetření jsme se zaměřili na území Středočeského kraje, a pro testování jsme tak využili regionální síť Střední Čechy. Prostřednictvím taktického cvičení Blackout 2018 jsme dokázali na námi sestavené otázky odpovědět a následně je komparovat s výstupy z hloubkových rozhovorů s odbornými pracovníky NAKIT, s.p. jako provozovatele hromadné radiokomunikační sítě IZS. Na základě získaných výsledků byla sestavena SWOT analýza připravenosti již zmiňované radiokomunikační sítě. Na závěr byla navrhnuta doporučení pro modernizaci, zlepšení a doplnění stávajícího systému, která by mohla vést ke snížení dopadů výpadku elektrické energie na neveřejnou radiokomunikační síť.

The subject of this thesis is the analysis of readiness of mass radio communication network of IRS during power outage. It is a non-public radio communication system, which is intended not only for connections between the intervening members of the integrated rescue system, but also for other state administration entities. In this thesis, the current state of the mass radio communication network is described and evaluated as the connection between the components of the integrated rescue system is a basic prerequisite for a successful intervention. In this work, we focused primarily on the functioning of this radiocommunication system in the event of a major power outage. In the theoretical part of the thesis, we have defined the basic concepts related to the given issue. We have described the integrated rescue system in the Czech Republic and its main functions. We characterized the integrated radiocommunication network of the integrated rescue system, we specified its architecture, use, operation and interconnection within the state administration. Furthermore, we outlined the issue of power outage, its causes and consequences. In the practical part of the thesis, we investigated the readiness of the IRS mass radio communication network for a possible large power outage by means of a what-if analysis. In our research, we focused on the Central Bohemian Region, thus the regional network of Central Bohemia has been used for testing. Through the Blackout 2018 Tactical Exercise, we were able to answer our questions and then compare them with the in-depth interviews with professionals from NAKIT, s.p. as the operator of the IRS universal radio communication network. Based on the results obtained, a SWOT analysis of the readiness of the mentioned radiocommunication network was compiled. In conclusion, recommendations for modernization, improvements and additions were proposed, which could lead to a reduction in the impact of power outage on the non-public radio network.
