Bezpečnostní hrozby v elektroenergetice

Abstract

Obsahem bakalářské práce je rozbor oblasti elektroenergetiky na území Středočeského kraje z pohledu možných bezpečnostních hrozeb a míry jejich následků. Aktuální problematika elektroenergetiky spočívá v jedné z největších hrozeb, kterou je dlouhodobý výpadek elektrické energie, tzv. blackout. Tato práce se proto zabývá mírou následků této hrozby ve Středočeském kraji a vlivem na jeho chráněné zájmy. Teoretická část v nezbytně nutném rozsahu vymezuje základní pojmy elektroenergetiky, zvláště výrobu, přenos a distribuci elektrické energie v České republice. Následně jsou vydefinovány bezpečnostní hrozby týkající se této oblasti a jejich vztah ke kritické infrastruktuře. Charakteristiku Středočeského kraje a současný stav elektroenergetiky na tomto území popisují další kapitoly. Pro zpracování praktické části je použita multikriteriální analýza, která pomáhá lépe vydefinovat míru následků vůči jedné z největších hrozeb v elektroenergetice, tzv. blackoutu. Pro lepší orientaci a snadnější vypracování této části práce je analýza provedena jednotlivě pro 12 samostatných okresů, které dohromady tvoří zkoumanou oblast. Dle vydefinovaných koeficientů a hodnotícím kritériím je nejvyšší míra následků předpokládaná na území okresu Praha-východ. Diskuze se v této práci následně zabývá výhledy do budoucna v řešení otázky bezpečného zajištění dodávek elektrické energie.

The Bachelor work focuses on an analysis of power engineering in the territory of the Central Bohemian region in terms of possible security threats and degree of their impacts. The topicality of this theme stems from one of the most severe threats, which is a long-term power outage, so called blackout. This work thus addresses the degree of impacts of this threat in the Central Bohemian region and the effect on its protected affairs. The theoretical part defines essential terms concerning the field of power engineering, particularly production, transfer and distribution of electric power in the Czech Republic. The work subsequently provides definitions of security threats concerning this field and their relation to critical infrastructure. Further sections describe characteristic features of the Czech Republic and contemporary state of power engineering in this territory. The practical section contains a multicriteria analysis which helps to better define the degree of impacts of one of the most severe threats in power engineering, so called black out. The analysis is performed, in order to acquire better summary and easier elaboration, individually for PQ of different districts which together form the surveyed area. On the basis of defined coefficients and evaluated criteria, the highest degree of impacts is expected in the territory of Prague-East. The subsequent discussion deals with future perspectives on the issue of securing the distribution of electric power.
