Využití bezpilotních systémů v taktické úrovni řízení zásahu u Hasičského záchranného sboru Karlovarského kraje

Abstract

Bakalářská práce mapuje oblast využití bezpilotních systémů pro potřeby velitele zásahu v podmínkách Hasičského záchranného sboru Karlovarského kraje. Teoretická část je věnována zejména popisu současného stavu využitelnosti bezpilotních systémů, jsou v ní též vysvětleny základní pojmy týkající se dané problematiky. Dále jsou zde uvedeny obecné vlastnosti bezpilotních systémů, dotčené legislativní dokumenty a tři bezpilotní systémy, které v pilotním projektu využíval Hasičský záchranný sbor Karlovarského kraje pro potřeby velitele zásahu v taktickém řízení. V další části je bakalářská práce zaměřena na současný způsob povolávání bezpilotních systémů a obsluhy k mimořádným událostem. Ve výsledcích mé práce jsou uvedeny rozbory významných zásahů, u kterých byl bezpilotní systém nasazen. Poznatky z pilotního projektu využití bezpilotních systémů velitelem zásahu u Hasičského záchranného sboru Karlovarského kraje jsou dále vyhodnoceny pomocí SWOT analýzy a jsou slovně okomentovány v diskuzi bakalářské práce.

The bachelor thesis deals with the use of unmanned aerial systems for the needs of the commander of the intervention in the conditions of the Fire Rescue Service of the Karlovy Vary Region. The theoretical part is devoted mainly to the description of the current state of usability of unmanned aerial systems, it also explains the basic concepts related to the issue. Then there are general properties of unmanned aerial systems, concerned legislative documents and three unmanned aerial systems, which were used in the pilot project by the Fire Rescue Service of the Karlovy Vary region for the needs of the tactical commander. In the next part, the bachelor thesis is focused on the current way of calling unmanned aerial systems and handling of extraordinary events. In the results of my work there are analyzed important interventions in which the unmanned aerial system was deployed. The findings from the pilot project of the use of unmanned aerial systems by the intervention commander of the Fire Rescue Service of the Karlovy Vary Region are further evaluated by means of a SWOT analysis and are commented on in the discussion of the bachelor thesis.
