Analýza dekontaminačních prostředků vybraných záchranných složek

Abstract

Teoretická část bakalářské práce se zabývá základními pojmy a způsoby dekontaminace. Dále představuje části Armády České republiky a Hasičského záchranného sboru České republiky, jež jsou předurčeny k provádění dekontaminace osob a techniky, včetně popisu historického vývoje jejího zabezpečování. Nastiňuje právní rámec související s nasazením těchto složek k provádění dekontaminace, včetně vnitřních předpisů. Pozornost je věnována i osobním ochranným pomůckám zasahujících s důrazem na rozdělení těchto podle několika kritérií, neboť ty představují důležitou část věcných prostředků. Pro zpracování bakalářské práce byla využita především metoda analýzy. V praktické části jsou popsány konkrétní typy používané výstroje, techniky a výzbroje uvedených záchranných složek, včetně sestav SDO (stanoviště dekontaminace osob) a SDT (stanoviště dekontaminace techniky). Vybrané z nich jsou komparovány. V diskuzi jsou některé prostředky evaluovány, a dále jsou navržena doporučení ke zvýšení efektivity dekontaminace. Práce přináší přehled disponibilních sil a prostředků České republiky pro řešení hromadné dekontaminace osob a techniky, vytváří přehled souvislostí vojenské a hasičské dekontaminace, včetně nástinu současných trendů a poodhaluje méně známé typy techniky, které již existují nebo budou v blízké době teprve zavedeny. Bakalářská práce může posloužit příslušníkům obou vyjmenovaných složek. Mohou díky ní získat přehled o postupech a vybavení nejen své organizace, ale i jiné složky, se kterou se mohou setkat jak na součinnostních cvičeních, tak u skutečných zásahů. Je totiž zřejmé, ať už z literatury, tak i z praxe, že obě zmíněné složky jsou k dekontaminaci vybaveny odlišně.

The theoretical part of the bachelor thesis describes the basic terms and ways of decontamination. Moreover, it describes the parts of Army of the Czech Republic and the parts of Fire and Rescue Department of the Czech Republic which are used for pursuing the decontamination of people and vehicles and mechanics. The historical development of the decontamination technologies is also included in the theoretical part. Furthermore, the thesis outlines the legislation following the deployment of services which carry out the decontamination, including the internal legislation. Attention is lead to protective accessories of the rescuers with emphasis put on the division in many categories because the categories and their criteria represent an important part of the equipment. The method used in the bachelor thesis is mainly analysis. The practical part of this thesis includes analysis of concrete parts of used outfits, vehicles and mechanics together with hardware of the mentioned rescue services, including the setup of Human Decontamination Station (HDS) and Vehicle Decontamination Station (VDS). Some of them have been chosen and compared in practical part of this thesis as well. In the part with discussion some means of decontamination are evaluated. Furthermore, the following part of the thesis includes recommendations for the increase in decontamination efficacy. The thesis brings an outline of available sources and powers of the Czech Republic for the solution of mass decontamination of large numbers of people along with vehicles and machines. It provides a summary of the links between military and fire rescue service decontamination. Moreover, it outlines the current trends and reveals fewer known types of vehicles and machines which either already exist or will be implemented soon. This bachelor thesis can serve to the members of both mentioned services, military and fire rescue services. As a result, they can reach to the overview of the procedures and equipment not only of their own organisation but also of different service with which they can meet during the cooperation drills or during the real intervention, too. It is obvious from both, literature and practice, that both mentioned services are equipped differently for the purposes of decontamination.
