Partnerství veřejného a soukromého sektoru v infrastrukturní výstavbě

Abstract

Práce se zaměřuje na problematiku projektů realizovaných metodou partnerství veřejného a soukromého sektoru (Public - Private - partnership - PPP) v rámci výstavby dopravní infrastruktury v ČR jak v teoretické rovině, tak i na praktické případové studii. Práce obsahuje relevantní legislativu, příslušné základní pojmy nutné k objasnění problematiky včetně vysvětlení specifik PPP projektů. Dále se věnuje popisu postupu při zadání a realizaci díla formou PPP projektu. Praktická část se věnuje konkrétnímu výstavbovému projektu, který bude analyzován z pohledu realizace klasickým přístupem, tj. realizace formou tradičního dodavatelského systému a dále opravy a údržba, v režii Ředitelství silnic a dálnic. Náklady na tento způsob realizace jsou počítány pomocí nákladů životního cyklu (Life - Cycle - Cost - LCC). Dále se věnuje metodě PPP projektu a je zde řešeno financování, náklady a sdílení rizik projektu v rámci jeho životního cyklu. Výsledkem je porovnání metody PPP se standardním přístupem k výstavbě v ČR.

The thesis focuses on the projects implemented by the method of public-private partnership (PPP) within the construction of transport infrastructure in the Czech Republic both on the theoretical level and on a practical case study. The thesis contains relevant legislation, relevant basic terms necessary to clarify the issue, including explanation of the specifics of PPP projects. It also deals with the description of the procedure for the assignment and implementation of the work in the form of a PPP project. The practical part is devoted to a specific construction project, which will be analyzed from the point of view of implementation by classical approach, ie implementation by DBB and further repairs and maintenance, directed by Ředitelství silnic a dálnic. The cost of this implementation method is calculated using the Life Cycle Cost (LCC). It also deals with the PPP project method and deals with financing, costs and risk sharing of the project within its life cycle. The result is a comparison of the PPP method with the standard approach to construction in the Czech Republic.
