Bytová politika a dostupnost bydlení v České republice

Abstract

Diplomová práce je zaměřena na aktuální problematiku bytové politiky a dostupnosti bydlení v České republice. V úvodu práce shrnuji základní pojmy, charakterizuji typy obytných souborů, popisuji bytový fond a pojmy bytového fondu spojeny s privatizací. V dalším úseku specifikuji bytovou politiku společně s jejími nástroji, související legislativou a cíli. Hlavním cílem této práce je analyzovat situaci v oblasti bytové politiky, zmapovat aktuální situaci v rámci bydlení a především prezentovat konkrétní příklady v ohleduvelmi špatné dostupnosti zejména vlastnického sektoru, ale i nájemního sektoru bydlení na území hlavního města Prahy. V poslední části práce analyzuji vybranou městskou část Prahu 12, kde konkrétně charakterizuji problémy s možností získání nájemního či sociálního bydlení na území této části, zde i hodnotímcelkové nakládání s bytovým fondem a jeho správu.

The Diploma Thesis focuses on current issues of housing policy and housing availability in the Czech Republic. In the beginning of the thesis I summarize the basic concepts, describe types of residential units, explain housing stock and concepts of housing stock in connection with privatization. In the next section I specify housing policy together with its instruments, related legislation and objectives. The main goal of the thesis is to analyze the situation in the area of housing policy, to map the current housing situation and to introduce concrete examples in terms of very poor accessibility, especially of the owner-occupied sector, as well as the rented sector in the capital city of Prague. In the last part of my thesis I make an analysis of the municipal districtof Prague 12, where I specifically describe problems with the possibility of obtaining rent or social housing within this district, and moreover, I also evaluate the overall housing fund management and its administration.
