Analýza vojenské veterinární služby a její role v integrovaném záchranném systému

Abstract

Diplomová práce se zabývá problematikou vojenské veterinární služby, která je nedílnou součástí vojenského zdravotnictví Armády České republiky. Teoretická část je zaměřena na zhodnocení současného stavu. Je zde popsána organizační struktura vojenské veterinární služby a charakterizovány její základní úkoly. Dále je v této části zhodnocen proces nasazování příslušníků vojenské veterinární služby pro potřeby integrovaného záchranného systému. Praktická část diplomové práce, která navazuje na část teoretickou, řeší pomocí monitorovaných rozhovorů s příslušníky vojenské veterinární služby činnost vojenské veterinární zásahové skupiny při praktických nasazeních, ke kterým došlo v roce 2017. Dále je zde zhodnocen proces nasazování vojenských veterinárních zásahových skupin pro potřeby integrovaného záchranného systému při mimořádných událostech veterinárního charakteru a krátce pojednáno o aviární influenze a mimořádných veterinárních opatřeních, které byly k zamezení šíření uvedené nebezpečné nákazy vydány. Cílem práce je zhodnotit strukturu a činnost vojenské veterinární služby, její procesní i praktické zapojení do integrovaného záchranného systému a zjistit připravenosti na řešení mimořádných událostí veterinárního charakteru. Výsledkem diplomové práce jsou návrhy opatření k zefektivnění přípravy a výcviku příslušníků vojenské veterinární služby.

This diploma thesis deals with the issue of the Military Veterinary Service, which is an integral part of the military health service of the Army of the Czech Republic. The theoretical part of this thesis focuses on an assessement of the current state of the Military Veterinary Service. The organizational structure of the Military Veterinary Service is described and its basic tasks are characterized. Furthermore, the process of deployment of Military Veterinary Services personnel for the needs of the integrated rescue system is evaluated in this part. The theoretical portion of this diploma thesis is followed by a practical part, which deals with the activities of the Military Veterinary Intervention Group during practical exercises that took place in 2017. It also evaluates the process of the military veterinary intervention groups´ deployment for the needs of the integrated rescue system for emergency events of a veterinary nature and briefly discusses avian influenza and emergency veterinary measures that have been issued of prevent the spread of that dangerous disease. The aim of this thesis is to evaluate the structure and activity of the Military Veterinary Service, its process and practical involvement in the integrated rescue system and to assess the level of preparedness for dealing with extraordinary events of a veterinary character. The conclusion of the diploma thesis is a proposal of measures to make the preparation and training of members of the Military Veterinary Service more effective.
