Místo a úloha České národní banky v systému krizového řízení České republiky

Abstract

Diplomová práce je zaměřena na popis role České národní banky v systému krizového řízení České republiky. Česká národní banka má, stejně jako většina centrálních bank, poměrně specifické postavení mezi orgány veřejné moci. Tomuto tématu je však věnováno pouze minimum literatury. Cílem této práce tak je shrnout hlavní úkoly České národní banky v systému krizového řízení a kritické infrastruktury, provést srovnání s vybranými centrálními bankami v zahraničí a na základě SWOT analýzy navrhnout zlepšení v této oblasti. V úvodu je popsán celkový systém krizového řízení České republiky se zaměřením na jednotlivé orgány krizového řízení a legislativu upravující tuto oblast. Následně je popsána Česká národní banka a její úloha podle konkrétních právních předpisů, její zapojení do struktur krizového řízení a spolupráce s ostatními orgány veřejné moci. V další části je provedena komparace postavení centrálních bank Slovenska, Francie a Velké Británie s postavením České národní banky v systému krizového řízení. Následně je provedena analýza stávajícího stavu a jsou navržena možná opatření, jejichž realizace povede ke zlepšení současného systému. Závěrem je v práci formou diskuze shrnutí získaných poznatků a provedeno porovnání dosažených výsledků diplomové práce s dostupnou literaturou. Zároveň je v této části poukázáno na existující problémy plynoucí ze současného postavení České národní banky.

This diploma thesis is focused on a description of the role of the Czech National Bank in the crisis management system of the Czech Republic. The Czech National Bank, like most central banks, has a relatively specific status among public authorities. However, only a small amount of literature is dedicated to this topic. Therefore, the aim of this thesis is to summarise the main tasks of the Czech National Bank in the crisis management and the critical infrastructure system, to perform a comparison with selected foreign central banks, and to propose improvements in this sector based on SWOT analysis. In the introduction, the whole crisis management system of the Czech Republic is described with a focus on the individual crisis management authorities and the legislation regulating this sector. Subsequently, the role of the Czech National Bank according to specific legal regulations is described, as well as its involvement in the crisis management structures, and cooperation with other authorities. In the next part, a comparison is carried out of the positions of the central banks of Slovakia, France, and Great Britain to the position of the Czech National Bank regarding crisis management. Subsequently, an analysis of the current state of affairs is performed and possible amendments that would lead to improvements of the system are proposed. Finally, the thesis summarises the acquired information in the discussion and compares the results of the thesis with available literature. At the same time, this section points to existing problems arising from the current position of the Czech National Bank.
