Analýza složení, funkcí a účinnosti systému povodňové ochrany Prahy

Abstract

Cílem diplomové práce je zhodnotit současný stav povodňové ochrany hl. m. Prahy, jak je hl. m. Praha připravena ochránit obyvatele a majetek občanů hl. m. Prahy před povodněmi a jaký bude další rozvoj povodňových opatření na území hl. m. Prahy. Práce je teoreticko - empirického charakteru, je využito literárních zdrojů a praktických zkušeností, získaných za povodní hlavně v roce 2002 a v roce 2013 a společným cvičením složek integrovaného záchranného systému se zainteresovanými organizacemi a subjekty. V teoretické části je definována odborná terminologie týkající se povodní a povodňových opatření. Součástí je popis povodňových opatření, která se na území hl. m. Prahy využívají. Zaměřím se zde také na komparaci základních rozdílů povodňové ochrany před povodněmi v roce 2002 a v roce 2013. Praktická část analyzuje současný stav povodňové ochrany hl. m. Prahy za využití SWOT analýzy. Na základě zjištěných výsledků budou navržena opatření na zlepšení povodňové ochrany hl. m. Prahy. Součástí praktické části je i komparace systému povodňové ochrany hl. m. Prahy s několika jinými městy Evropy.

The goal of this diploma thesis is to evaluate the current state of flood protection of the capital city of Prague, how is the capital city of Prague prepared to protect the inhabitants and property of citizens of the capital city of Prague from floods and what will be further development of flood control measures in the territory of the capital city of Prague. The thesis has a theoretical and empirical character, it uses literary sources and practical experiences, acquired during the flood mainly in 2002 and 2003 and a common exercise of the components of the emergency service with interested organisations and subjects. The technical terminology relating to floods and flood control measures is defined in the theoretical part. Part of this is a description of the flood control measures, which are used on the territory of the capital city of Prague. I will also focus on the comparison of the fundamental differences of the flood protection before the floods in 2002 and 2013. The practical part analyses the current state of the flood protection of the capital city of Prague using SWOT analysis. The measures will be proposed to improve the flood protection of the capital city of Prague on the basis of the ascertained results. The part of the practical part is also the comparison of the flood protection system of the capital city of Prague with several other cities of Europe.
