Nástroje řešení krizových situací v České republice

Abstract

Diplomová práce se zaměřuje na zhodnocení současného stavu problematiky krizového řízení v České republice. Předmětem zkoumání pomocí komparativně-analytické metody jsou legislativní i nelegislativní nástroje řešení mimořádných událostí a krizových situací z pohledu veřejné správy, a to jak z ústřední, tak z územní úrovně. V teoretické části je práce zaměřena na zhodnocení současného stavu problematiky krizového řízení v České republice. Ke zhodnocení vychází teoretická část z pojmového aparátu oblasti krizového řízení, popisu složek bezpečnostního systému, východisek bezpečnostního systému v České republice včetně souvislostí s bezpečnostním prostředím v Evropě a dále se zabývá právními normami pro řešení mimořádných událostí a krizových situací i nelegislativními nástroji. V praktické části jsou na příkladu "metanolové kauzy", jakožto specifické mimořádné události, uvedeny možnosti dalšího rozvoje stávajících legislativních i jiných nástrojů při řešení obdobných typů mimořádných událostí či krizových situací v České republice. Cílem diplomové práce je stanovení doporučení pro zvýšení efektivity dosud dostupných nástrojů v oblasti krizového řízení se záměrem zlepšit současný stav a předejít výskytu krizových situací se závažným dopadem na lidské životy, zdraví a majetek.

The diploma thesis focuses on evaluation of the current state of crisis management in the Czech Republic. The subject of the comparative-analytical method is the legislative and non-legislative tools for solving extraordinary events and crisis situations from the point of view of public administration, both at the central and the territorial level. In the theoretical part, the thesis is focused on evaluation of the current state of crisis management in the Czech Republic. The theoretical part of the conceptual apparatus of crisis management, the description of the components of the Czech security system, the origins of the security system in the Czech Republic, including the context of the security environment in Europe, is based on legal standards for dealing with emergencies and crisis situations as well as non-legislative instruments. In the practical part, on the example of the "methanol case" as a specific extraordinary event, the possibilities of further development of the existing legislative and other tools to address similar types of emergencies or crisis situations in the Czech Republic. The aim of this diploma thesis is to establish recommendations for increasing the efficiency of the tools available in the field of crisis management with the aim to improve the current situation and prevent the occurrence of crisis situations with a serious impact on human lives, health and property.
