Možnosti dopravní infrastruktury České republiky při plnění úkolů podpory hostitelskou zemí (Host Nation Support/HNS) a součinnost MO se státní správou a složkami IZS při zabezpečování vojenských přesunů přes Českou republiku

Abstract

Abstrakt V této diplomové práci je analyzováno poskytování HNS ve formě zabezpečení přeprav cizích armád přes území ČR. Dále je zde zhodnocena dopravní infrastruktura v ČR a její schopnost pro poskytování HNS při jednotlivých přesunech. Důležitým faktorem pro bezproblémové zabezpečení těchto přesunů je i nutná spolupráce jednotlivých ministerstev a jiných ústředních státních úřadů, kteří se na této problematice nějakým způsobem podílejí. Dále je zde popsán postup vyžadování a poskytování HNS podle přepisu NATO, který tuto problematiku upravuje. Pro provedení analýzy již uskutečněných přeprav byly získány potřebné údaje od AČR prostřednictvím její Agentury logistiky, která má při plnění těchto úkolů klíčovou úlohu. Ze získaných dat byla provedena analýza po jednotlivých druzích přeprav (letecká, silniční a železniční), dále počet přepravených osob, techniky a materiálu. Potom byla provedena komparace mezi jednotlivými lety. Výsledkem této diplomové práce bude zhodnocení kapacit dopravní infrastruktury potřebné pro bezproblémové poskytnutí HNS ve formě přesunů a doporučení vhodné kombinace jednotlivých druhů přeprav.

Abstract This diploma thesis analyses HNS provided by means of arranging and supporting the transit of foreign armed forces through the territory of the Czech Republic. Furthermore, the thesis assesses the transport infrastructure of the Czech Republic and its capacity to provide HNS during individual transits. Important conditions of arranging and supporting problem-free transits include the necessary cooperation of individual ministries and other civil servants who are involved in these activities in one way or another. The thesis also describes the process of requesting and providing HNS pursuant to the NATO regulation governing these activities. Past transits were analysed based on the necessary data obtained from the Armed Forces of the Czech Republic through its Logistics Agency that plays a key role in performing these tasks. The obtained data were analysed in terms of the individual means of transport (by air, by road, and by rail), the number of transported persons, the vehicles and equipment, and the material. Subsequently, the individual flights were compared. The outcome of this diploma thesis will be the assessment of the transport infrastructure capacity necessary for problem-free HNS in the form of transit, and the recommendation of a suitable combination of the individual means of transport.
