Reakce civilního obyvatelstva na útok aktivního střelce

Abstract

V diplomové práci na téma ,,Reakce civilního obyvatelstva na útok aktivního střelce" se zabýváme problematikou útoků aktivních střelců. Naším cílem je poukázat na současnou připravenost osob v případě útoku, ověřit jejich znalosti a vytvořit návrh na zlepšení současného stavu formou návodu chování pro ohrožené osoby. V teoretické části se zabýváme pojmem ,,aktivní střelec", věnujeme se útokům, které v nedávné minulosti aktivní střelci spáchali, a popisujeme faktory, které je do značné míry ovlivňují. Současně uvádíme možné formy a metody jejich útoků, kdy charakterizujeme způsoby, jakými může být daný čin spáchán. V závěru teoretické části popisujeme chování útočníka v jednotlivých fázích útoku, v době před jeho zahájením, v průběhu vlastního činu a v období, které nastane po spáchaném útoku. Praktickou část práce věnujeme analýze a následné komparaci evropských a amerických návodů chování, které se věnují reakcím civilních osob v případě útoku aktivního střelce. Na vědomí také bereme dostupné materiály z České republiky, které byly v nedávné době zveřejněny. Následně se zabýváme ověřením teoretických znalostí a ověřením připravenosti respondentů formou dotazníkového šetření. Z výsledků tohoto šetření jsme především zjistili potřebu zlepšit informovanost v problematice aktivních střelců a nutnost zvýšit povědomí respondentů o preferovaných způsobech chování v případě útoku aktivního střelce. Celkem 94 % dotazovaných tyto vědomosti nemá a neví, jak by v této krizové situaci zareagovali. Dále bylo odhaleno, že by většina respondentů uvítala lepší přístup k potřebným informacím a stejně tak i případný návod chování při útoku aktivního střelce. Závěr praktické části věnujeme sjednocení všech získaných výsledků a jejich následnému ztvárnění ve formě příručky chování pro civilní obyvatelstvo v případě útoku aktivního střelce.

In the theoretical part, we deal with the term "active-shooter", we pay attention to the attacks that have been recently comitted and describe the factors that significantly influenced them. At the same time, we present possible forms and methods of their attacks characterizing all possible ways in which the act could have been committed. At the end of the theoretical part, we describe the behavior of the attacker in particular phases of the attack. The phase before the attack outbreakes, the phase during the actual act and the phase after the attack. The practical part of the thesis focuses on the analysis and the subsequent comparison of the European and American behavioral instructions. These instructions pursue rections of civilians in the event of an active-shooter attack. We also pay attention to available materials from the Czech Republic, which have recently been published. Subsequently, we examine the theoretical knowledge and verify the readiness of the respondents by means of a questionnaire survey. From the results of this survey, we mainly identified the need to improve awareness about active-shooters and the need to raise respondents' knowledge of preferred behavior in the case of an active-shooter attack. Data has demonstrated that 94 % of the respondents do not possess the knowledge of how to behave in this crisis situation. In addition, it was revealed that the majority of the respondents would welcome better access to the necessary information as well as any safety instructions for an active-shooter situation. The conclusion of the practical part was devoted to the unification of all of the results that were obtained and their subsequent rendition in the form of a guidebook of behaviour for the civilian population in the event of an active-shooter attack.
