Definování a analýza potřeb pro zajištění dlouhodobé plošné evakuace obyvatelstva za válečného stavu

Abstract

Tématem mé diplomové práce bude definování a analýza potřeb pro zajištění dlouhodobé plošné evakuace obyvatelstva při vyhlášení válečného stavu. Analýza se týká potřebné připravenosti orgánů veřejné správy a složek IZS k plánování a provádění dlouhodobé plošné evakuace obyvatelstva za válečného stavu společně se zajištěním přesunu, ubytování a stravování evakuovaných osob. Metodikou práce bude analýza, komparace, syntéza a modelování. K dosažení cíle práce bude v teoretické části analyzován průběh evakuace, odpovědné orgány, jejich úloha, pravomoci a povinnosti, potřebné úkony a prostředky k jejímu zajištění. Analýza se bude týkat zejména právních předpisů a metodik, které upravují náležitosti evakuace. V praktické části mé práce pak bude modelován návrh možné dlouhodobé plošné evakuace obce s rozšířenou působností včetně řešení jednotlivých problematik. Výsledkem práce pak bude doporučení orgánům veřejné správy a složek IZS, kde by bylo vhodné lépe ujasnit role jednotlivých aktérů při zajišťování případné dlouhodobé plošné evakuace obyvatelstva pro případ, že bude vyhlášen válečný stav.

The topic of my diploma thesis will be the definition and analysis of the needs for the long-term area evacuation of the population during the state of war. The analysis is about the necessary preparedness of the public administration and the IRS units to plan and carry out the long-term population evacuation during the state of war together with ensuring the transport, accommodation and catering of evacuated persons. The methodology of the thesis will be analysis, comparison, synthesis and modeling method. The theoretical part, to achieve the purpose of this thesis, analyses a process of evacuation, the responsible authorities and their roles, competences and responsibilities, the necessary tasks and resources to ensure the evacuation. The analysis will concern in legislation and methodologies concerning the evacuation. In the practical part of my thesis there will be a draft of a long-term area evacuation of the municipality with extended competence, including the solution of individual issues. The result of my thesis will be a recommendation to the public administration and the IRS units, for there could a better clarification of roles of the individual actors in ensuring possible long-term population evacuation during the state of war.
