Dekontaminace osob jako součást plošné evakuace obyvatelstva z prostoru ohrožení biologickými látkami

Abstract

Předmětem diplomové práce bylo analyzovat dekontaminaci osob vpodmínkách Hasičského záchranného sboru České republiky a Armády České republiky při ohrožení biologickými látkami. V teoretické části se diplomová práce zabývala problematikou dekontaminace, evakuace, biologické bezpečnosti České republiky a biologického ohrožení. V první kapitole jsou definovány pojmy dekontaminace a její dělení, dále pojmy kontaminace a dekontaminace osob kontaminovaných biologickými látkami. Pozornost je věnována subjektům Hasičského záchranného sboru České republiky a Armády České republiky. Je definován pojem evakuace s důrazem na evakuaci plošnou. Následující kapitola se věnovala subjektům zajišťujícím biologickou bezpečnost v České republice, konkrétně byl zmíněn Státní úřad pro jadernou bezpečnost a Státní ústav jaderné, chemické a biologické ochrany a byly definovány pojmy biologická bezpečnost, biologická ochrana a biologická připravenost. V části, týkající se biologického ohrožení, je uvedeno dělení biologických agens podle české legislativy a podle americké vládní agentury Center for Disease Control and Prevention. Zvláštní pozornost je věnována bakterii Bacillus anthracis. V závěru teoretické části jsou popsána specifika místa zásahu s biologickou látkou. Vpraktické části diplomové práce je uveden popis dekontaminační techniky osob Hasičského záchranného sboru České republiky a Armády České republiky. S využitím SWOT analýzy jsou vyhodnoceny silné a slabé stránky, hrozby a příležitosti popsané techniky. Dále je řešena modelová situace kontaminace osob biologickou látkou a konkrétní činnosti záchranných složek jsou podrobně popsány časovým harmonogramem. Výsledkem diplomové práce jsou doporučení pro budoucí praxi v oblasti dekontaminace osob z prostoru biologického ohrožení.

The subject of the diploma thesis was to analyze the decontamination of persons in the conditions of the Fire Rescue Service of the Czech Republic and the Army of the Czech Republic in the case of being at risk of biological agents. In the theoretical part, the diploma thesis dealt with issues of decontamination, evacuation, biological safety of the Czech Republic and biological threat. The first chapter defines the term of decontamination and outlines its classification. Furthermore, the terms of contamination and decontamination of people contaminated with biological substances are stated. The attention is paid to the Fire Rescue Service of the Czech Republic and the Army of the Czech Republic. The term of evacuation is defined with an emphasis on area evacuation. The following chapter dealt with the entities that are responsible for biosecurity in the Czech Republic, particularly the State Office for Nuclear Safety and the State Institute for Nuclear, Chemical and Biological Protection were mentioned. The terms of biological safety, biological protection and biological readiness were defined. The part on biological threat includes the classification of biological agents according to the Czech legislation and the US government agency Center for Disease Control and Prevention. Particular attention is paid to Bacillus anthracis. At the end of the theoretical part, the specifics of the place of intervention with the biological substance are described. In the practical part of the diploma thesis, the description of the decontamination technique of persons of the Fire Rescue Service of the Czech Republic and the Army of the Czech Republic is stated. Using the SWOT analysis, the strengths and weaknesses of the techniques described are evaluated. Furthermore, the model situation of the contamination of persons with the biological substance is solved and the specific activities of the rescue units are described in detail in the schedule. The result of this diploma thesis is a recommendation for future practice in decontamination of persons from the area of biological threat.
