Připravenost subjektu kritické infrastruktury na řešení úkolů v jejich působnosti za krizového stavu

Abstract

Diplomová práce se zabývá připraveností subjektu kritické infrastruktury na řešení úkolů ve své působnosti při vyhlášení některého z krizových stavů. Za tímto účelem byl jako subjekt kritické infrastruktury analyzován Hasičský záchranný sbor České republiky, konkrétně jeden z jeho prvků, kterým je vybraná hasičská stanice. Teoretická část práce se zabývá základní legislativou, týkající se krizového řízení, se zaměřením na kritickou infrastrukturu, mapuje její vývoj, popisuje kritéria a proces určování prvků kritické infrastruktury a uvádí obsah plánů krizové připravenosti. Dále je zde stručně popsán Integrovaný záchranný systém, v rámci kterého je následně hlavní pozornost věnována Hasičskému záchrannému sboru České republiky. Především jsou zde popsány jeho úkoly, organizační struktura a výkon služby. Praktická část se již zabývá samotným hodnocením krizové připravenosti stanice Nový Jičín. Sběr podkladů pro hodnocení probíhal prostřednictvím pravidelných návštěv na stanici, v rámci kterých bylo mimo samotné prohlídky technického, servisního a ostatního zázemí pro činnost jednotky diskutováno také s jejími uživateli. Konkrétně se jednalo o velitele stanice, velitele směn a příslušníky zařazenými na výjezdu. Zjištěné výsledky jsou následně použity při zpracování a vyhodnocení analýzy rizik pomocí kalkulátoru RISKAN. Dále pak tyto poznatky slouží jako podklad pro vytvoření celkové SWOT analýzy. Cílem práce je na základě zjištěných výsledků posoudit stávající připravenost hasičské stanice Nový Jičín na plnění svých úkolů za krizových stavů a následně navrhnout opatření, která by mohla vést ke zlepšení krizové připravenosti stanice. Navržená opatření jsou diskutována a shrnuta v závěru práce. V závěrečné kapitole jsou rovněž potvrzeny nebo vyvráceny stanovené hypotézy.

The thesis is concerned with the preparedness of the subject of critical infrastructure on its tasks during the imposition of some states of crisis. For this purpose the Fire Rescue Service of the Czech Republic has been analyzed as the subject of critical infrastructure, specifically one of its elements - one selected fire department. The theoretical part of the thesis is concerned with fundamental legislation related to the crisis management focusing on critical infrastructure, tracking its evolution, describing criteria and the process of determining the elements of critical infrastructure. Further there is briefly described the Integrated Rescue System with focus on the Fire Rescue Service of the Czech Republic. Particularly there is described its tasks, organizational structure and line of duty. The practical part of the thesis is already concerned with evaluation of crisis preparedness of the Nový Jičín Fire Department. The collection of supporting materials for evaluation was realized on the basis of periodical visits to the Fire Department. The accompanied tours at the department and observation of its technical equipment, service and other facilities acting in the line of duty took place during these visits. Direct discussions were carried out with firefighters performing the service. Specifically discussions were carried out with the commander of the department, shift commanders and firefighters performing the service. The final results are subsequently used during processing and evaluation of risk analysis using the RISKAN risk calculator. Afterwards this knowledge is used for creation of a SWOT analysis. The aim of the thesis is evaluation of the present preparedness of Nový Jičín Fire Department on the basis of the findings, how the department performs its tasks during the states of crisis and subsequently proposed precautions, which could improve the crisis preparedness of the Fire Department. Proposed precautions are discussed and summarized at the end of the thesis. In the last part the determined hypotheses were also confirmed or rejected.
