Krizová připravenost zdravotnického operačního střediska jako prvku kritické infrastruktury

Abstract

Obsahem diplomové práce je problematika krizové připravenosti zdravotnického operačního střediska jako prvku kritické infrastruktury. Práce je zaměřena na zhodnocení krizové připravenosti určených středisek prostřednictvím plánů krizové připravenosti zpracovaných zdravotnickými záchrannými službami v postavení subjektů kritické infrastruktury. Teoretická část pojednává o pojmech z oblasti krizové připravenosti, jakými jsou krizový management, systém krizového řízení a krizové plánování. Také se zabývá kritickou infrastrukturou, jejími prvky a subjekty, její nezbytnou ochranou a teoretickým popsáním plánu krizové připravenosti subjektu kritické infrastruktury. Popisuje také teoretické informace týkající se zdravotnické záchranné služby. Výzkumná část obsahuje hodnocení ohrožení objektů zdravotnických operačních středisek Plzeňského a Karlovarského kraje a komparaci plánů krizové připravenosti vytvořených Zdravotnickou záchrannou službou Plzeňského a Karlovarského kraje. Zahrnuje také zhodnocení těchto plánu a navržení opatření na zlepšení krizové připravenosti. V diskuzi je provedena komparace námi zjištěných výsledků s názory jiných autorů.

This MA thesis deals with the issue of crisis readiness of public safety answering points as parts of critical infrastructure. The aim of this work is to assess the crisis readiness of selected public safety answering points based on the crisis readiness plans designed by emergency medical services in the position of the subjects of critical infrastructure. The theoretical part of this thesis concentrates on crisis management in general, and specifically on crisis management and crisis management planning in the Czech Republic. Furthermore, it examines the concept of critical infrastructure: its parts and subjects, and the way it is protected; a crisis readiness plan of a subject of critical infrastructure is theoretically described as well. Finally, facts about emergency medical services are presented. The research part of this MA thesis consists of an assessment of potential danger to the premises of the Pilsner and Carlsbad regions´ public safety answering points, and a comparison of crisis readiness plans created by Pilsen and Carlsbad Emergency Medical Services. It also includes an evaluation of these plans and suggestions aiming at the improvement of the regions´ crisis readiness. In the discussion part, one can find the comparison of this work´s results with the findings of other researchers.
